A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL APPROVING THE
QUINQUENNIAL (5-YEAR) SPEED SURVEY AND RECOMMENDATIONS
WHEREAS, enforcement of speed limits in the City of Campbell requires that speed
limits be based on recent speed and traffic engineering studies; and
WHEREAS, the State of California Vehicle Code Section 40802(a) requires that
these surveys be performed every five years; and
WHEREAS, the surveys previously approved by the City Council were performed in
2010 and will expire in the Year 2015; and
WHEREAS, all streets except Hacienda Avenue were surveyed in Year 2015 that
are currently classified as collectors or arterials on the latest (1992) maps
submitted to the Federal Highway Administration by the California Department of
Transportation; and
WHEREAS, Hacienda Avenue west of Winchester Boulevard was still under
construction when the speed surveys were performed; and
WHEREAS, staff will revisit this stretch of Hacienda Avenue after construction has
been completed; and
WHEREAS, should a speed limit change be recommended for Hacienda Avenue, staff
will approach the Council with this recommendation at a future council meeting; and
WHEREAS, should the recommendation be that the speed limit remain at the current
30-mph speed limit, staff will forward copies of the speed surveys to the various court
houses in Santa Clara County: and
WHEREAS, all other streets have a default or prima facie speed limit of 25 miles per
hour and are not required to be surveyed, unless safety considerations dictate a
lower speed; and
WHEREAS, changes in the posted speed limits are recommended for three
street segments.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Campbell
that the City Council approves the attached 2015 Quinquennial Speed Survey and
recommended prima facie speed limits.
