CC Resolution 11937RESOLUTION NO. 11937 BEING A RESOLUTION OF THE CITY OF CAMPBELL AUTHORIZING THE SUBMITTAL OF PROPOSALS FORNON- COMPETITIVE FUNDS FROM SANTA CLARA COUN"I'Y UNDER THE FEDERAL HOUSING AND COMMUNITY DEVELOPMENT ACT FOR FISCAL YEAR 2016-2017 WHEREAS, the City is operating under a three year Joint Powers Agreement with Santa Clara County to form an Urban County under the Housing and Community Act; and WHEREAS, Che City Council finds and determines that the attached proposals represent local public benefit activities eligible for CDBG funding; and WHEREAS, the continued funding of these two programs is consistent with the City's goals as it relates to the Housing Element and General Plan. NOW, THEREFORE, BE IT RESOLVED that staff is hereby authorized to submit a proposal for the expenditure of $75,000 in CDBG funds for Fiscal Year 2016-2017 for the following projects: Targeted Code Enforcement 10,000 ADA Improvements 65,000 Total CDBG Funding $ 75,000 BE IT FURTHER RESOLVED that the City Council hereby designates the City Manager to assume the overall responsibility for the progress and execution of this Contract and that the Community Development Department assigns a staff member to carry out the coordination of the two projects. PROJECT DESCRIPTION: The installation of approximately 5-10 new ramps each year is planned in order to provide for better sidewalk accessibility and mobility for the elderly and/or severely disabled persons. Selected locations receive accessibility ramps based on resident requests and staff recommendations. CDBG funds will be used to supplement the cost of either salaries of public works inspectors overseeing the construction, design & construction engineering; and/or construction of the ramps which will require Davis Bacon monitoring. ELIGIBILITY: Public Improvements made to property that is in public ownership that removes building materials and architectural barriers that restrict the mobility and accessibility of elderly or severely disabled adults are eligible for CDBG funding assistance. This category does NOT authorize expenditures for "buildings for the general conduct of government". LOR' MODERATE INCOME BENEFIT: Public Improvements: Site improvements of any kind that are made to property that is in public ownership aze considered to be a "public improvement" eligible for assistance under this category, except construction of new housing. EXIiISIT A-2 CABG PUBLIC IMPROVEMENT PROJECT FY 16/17 PROTECT NAME: Code Enforcement CDBG COORDINATOR: Cindy McCormick; (408) 871-5103; CindyM@cityofcampbell.com PROTECT CONTACT Chazlotte Andreen; (408) 866-2760; CharlotteA@cityofcampbell.com LOCATION OF PROJECT: Unless otherwise indicated, the Grant Services specified will be offered in a primarily residential area where a minimum of 51 percent of the residents in those areas are low- and moderate-income, including the following tazgeted census tracts: 5065:03, 5066.03. 5066.04. PRO.IECT DESCRIPTION: The tazgeted code enforcement program will take place in the predominately low income neighborhoods of Adler, Echo, Hollis, Nello, Nido; Wilton, Sharmon Palms, Hazelwood, Virginia and San Tomas Aquino. Health & Safety cases will be investigated by the Code Enforcement Officer and resolved to help maintain the housing stock and help prevent further deterioration. Approximately 60 households will be served and 81 low income households will have code violations resolved in the following targeted census tracts; 5065.01, 5065.03, 5066.01. The City of Campbell Code Enforcement Officer has been investigating and resolving health & safety cases in Campbell for over 5 yeazs. Building Tnspectors and Planners are cal led in if needed for the investigation of safety of buildings for residents. ELIGIBILITY: The Housing and Community Development Act of 1974 (HCDA) permits the use of CDBG fiords for selected code enforcement activities. Section 105(a)(3) of the HCDA permits "the use of CDBG funds for code enforcement in deteriorated or deteriorating areas in which such enforcement, together with the public or private improvements or services to be provided, may be expected to arrest the decline of the area."
