CC Resolution 11941RESOLUTION NO. 11941 BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING THE DISTRIBUTION OF A REQUEST FOR PROPOSAL (RFP) TO ADMINISTER THE CITY'S BELOW MARKET RATE (BMR) PROGRAM. WHEREAS, on October 20, 2015, the City Council authorized consideration of a third party contract to help with the City's Below Market Rate (BMR) housing program; and WHEREAS, on December 15, 2015, the 20% Housing Committee (Successor Agency) held a meeting to discuss issues that would help staff prepare the draft RFP; and WHEREAS, the City's affordable housing stock includes approximately 70 existing BMR low- and moderate income ownership homes and approximately 272 BMR rental units and expects to add another 21 BMR ownership units and 7 BMR rental units in 2016 (based on existing entitlements); and WHEREAS, the City's Housing Element has a goal to preserve these affordable units; and WHEREAS, the City seeks a qualified third-party to administer the City's BMR program; and WHEREAS, the City Council has reviewed and accepted the draft RFP and found it to include the appropriate level of services needed to effectively administer the City's BMR program and ensure efficiencies. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby authorizes the Community Development Director to issue a request for proposals (RFP) to administer the City's Below Market Rate (BMR) Program.
