A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE SOLE SOURCE PURCHASE OF VARIOUS EQUIPMENT FOR
THE CITYWIDE INTELLIGENT TRANSPORTATION SYSTEMS (ITS)
ENHANCEMENTS PROJECT 17-FF
WHEREAS, the City Council adopted Resolution No. 11948 authorizing the Public
Works Director to submit a Vehicle Registration Fee (VRF) Intelligent Transportation
Systems (ITS) Program grant application to the Santa Clara Valley Transportation
Authority (VTA) for the Citywide ITS Enhancements Project (Project); and
WHEREAS, the Project would purchase, for various signalized intersections, video
detection systems, wireless interconnect systems, Ethernet routers, traffic signal
controllers, and emergency vehicle preemption systems; and
WHEREAS, Western Pacific Signal (WPS) is the only known Bay Area vendor that sells
Ethernet-ready, single-camera video detection systems; and
WHEREAS, Iteris Corporation is the only known Bay Area vendor that sells Ethernet
wireless interconnect systems specifically for traffic signal systems; and
WHEREAS, California Signal Corporation is the only known Bay Area vendor that sells
the Emtrac emergency vehicle preemption system that is County Fire's standard system
and is compatible with the City of Campbell Police Department's vehicle equipment; and
WHEREAS, the preliminary engineer's estimate for purchasing six video detection
systems is $95,800; and
WHEREAS, the preliminary engineer's estimate for purchasing the Union Avenue
wireless interconnect system is $30,000; and
WHEREAS, the preliminary engineer's estimate for purchasing the four emergency
vehicle preemption systems is $27,400; and
WHEREAS, the City's purchasing policy requires Council approval of equipment
purchases exceeding $25,000; and
WHEREAS, staff recommends that the City Council authorize the sole source
purchases of six video detection systems from WPS, the Union Avenue wireless
interconnect system from Iteris Corporation, and the four emergency vehicle preemption
systems from California Signal Corporation.
NOW, THEREFORE, BE IT RESOLVED that the Public Works Director is hereby
authorized to purchase six Ethernet-ready single-camera video detection systems from
a sole source, Western Pacific Signal, for the Citywide ITS Enhancements Project 17-
FF.
BE IT FURTHER RESOLVED the Public Works Director is hereby authorized to
purchase the Union Avenue wireless interconnect system from a sole source, Iteris
Corporation, for the Citywide ITS Enhancements Project 17-FF.
BE IT FURTHER RESOLVED the Public Works Director is hereby authorized to
purchase four emergency vehicle preemption systems from a sole source, California
Signal Corporation, for the Citywide ITS Enhancements Project 17-FF.
