BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR POLLING
SERVICES WITH GODBE RESEARCH
WHEREAS, the City Council directed staff to prepare an informational report on a medical
marijuana initiative, prepare a draft ordinance for a competing measure, prepare a draft
ordinance with a gross receipts tax measure, and prepare a delivery ordinance for Council
approval; and
WHEREAS, in furtherance of these directives, and to assist the City Council on measuring the
community's attitudes on the regulation of medical marijuana, staff is engaging the services of
Godbe Research to conduct a survey and to prepare a preliminary report for the City; and
WHEREAS, the survey results are being tabulated and analyzed, and will be presented to the
City Council who will use the information as a guide in regard to holding a special election in
April 2017; and
WHEREAS, Campbell's Municipal Code §3.20.091 (Request For Proposals) provides that the
City Council may approve, and award a contract for, the purchase of supplies and services that
are technical in nature whose value exceeds $15,000; and
WHEREAS, time is of the essence; and
WHEREAS, Godbe Research is a qualified polling firm which successfully conducted the City's
prior Community Satisfaction Surveys from 1997 to 2016.
NOW, THEREFORE, BE IT RESOLVED; that the City Council of the City of Campbell hereby
authorizes the City Manager to execute a contract not to exceed $30,000 for polling services
with Godbe Research for the purpose of conducting medical marijuana polling services.
