BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT FOR
PUBLIC INFORMATION SERVICES WITH TBWB STRATEGIES
WHEREAS, the City Council directed staff to prepare an informational report on a medical
marijuana initiative, prepare a draft ordinance for a competing measure, prepare a draft
ordinance with a gross receipts tax measure, and prepare a delivery ordinance for Council
approval; and
WHEREAS, in furtherance of these directives, and to assist the City Council on measuring the
community's attitudes on the regulation of medical marijuana, staff is engaging the services of
Godbe Research to conduct a survey and to prepare a preliminary'report for the City; and
WHEREAS, this April 2017, Campbell voters may consider an initiative to allow medical
marijuana dispensaries in the City; and
WHEREAS, as the City has done with previous ballot measures, the engagement of a
professional consultant is recommended to assist with the development and implementation of a
public awareness strategy to ensure that voters understand the direct and indirect impacts a
measure would have on the community; and
WHEREAS, Campbell's Municipal Code §3.20.091 (Request For Proposals) provides that the
City Council may approve, and award a contract for, the purchase of supplies and services that
are technical in nature whose value exceeds $15,000; and
WHEREAS, time is of the essence; and
WHEREAS, TBWB Strategies is a qualified polling firm with experience and expertise in the
field of public informational messaging and outreach efforts for cities and special districts.
NOW, THEREFORE, BE IT RESOLVED; that the City Council of the City of Campbell hereby
authorizes the City Manager to negotiate and execute a contract not to exceed $7,000 per
month for public information services with TBWB Strategies.
