AUTHORIZATION TO NEGOTIATE AND EXECUTE A CONSULTANT
SERVICES AGREEMENT WITH BIGGS CARDOSA ASSOCIATES FOR
A CITY HALL TIER I SEISMIC ASSESSMENT
WHEREAS, a Tier I seismic assessment and conceptual retrofit recommendations are needed to
understand the structural condition and seismic vulnerabilities of City Hall and Library buildings; and
WHEREAS, Municipal Code section 3.20.091(3)(b) states that the City Council can determine that
the use of competitive bidding is not practical or advantageous if quality, availability or capability is
overriding in relation to price in procurement of research, development, technical supplies or
services; and
WHEREAS, the City seeks to hire Biggs Cardosa Associates, a structural engineering firm to
further conduct the Tier I seismic assessment -essential services; and
WHEREAS, Biggs Cardosa Associates has provided quality and cost competitive proposals to the
City of Campbell, specifically on the Tier I seismic assessment -life safety of the Library and City
Hall buildings conducted in 2015; and
WHEREAS, Biggs Cardosa Associates has prior experience and knowledge of Campbell municipal
buildings; and
WHEREAS, the City Council approved the Civic Center Master Plan -Project 14-QQ, with the
adoption of the FY 13-14 Capital Improvement Program, to fund expenditures related to the
completion of the Civic Center Master Plan;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby
determines that the use of a competitive bidding process to contract for a Tier I seismic assessment
of City Hall is not practical or advantageous; and authorizes the Public Works Director to negotiate
and execute a consulting services agreement with Biggs Cardosa Associates to conduct a Tier I
seismic assessment (essential services) and conceptual retrofit recommendations for City Hall and
Library buildings;
BE IT FURTHER RESOLVED that an expenditure of up to $55,000 from the Civic Center Master
Plan project is hereby approved.
