Gentlemen:
In accordance with a recent request by Mr. Jim Roemer of George S. Nolte and
Associates, Project Civil Engineers, we are presenting recommended alternate
pavement design sections for the proposed rights-of-way to be constructed
within the 16.9 (~) acre development, known as Rancho del Prado and located
in Campbell, California.
At the present time, on-site traffic indices have not been provided by the
City of Campbell and therefore a table of alternate pavement designations are
presented, utilizing traffic indices of 5.0, 5.5, 6.0 and 6.5. Two (2) "R"
Value determinations were developed upon representative samples of the site
soils obtained from the proposed subgrade elevations. The results of these
"R" Value determinations were submitted as part of our Geotechnical Investiga-
tion Report dated April 14, 1972.
As discussed with Mr. Charles Gomez of the City of Campbell, the "R" Value
developed on the sample obtained from Drill Hole No. 10, located east of
Darryl Drive, was utilized for the pavement design of Darryl Court and Darryl
Drive. The "R" Value sample obtained from proposed Hedegard Avenue was utilized
in design of the recommended alternate pavement sections for Hedegard Place,
Hedegard Avenue and Jane Ann Way.
Regardless of final selection, all pavement construction should comply with
both the applicable portions of the state of California Standard Specifications'
and the Specifications of the City of Campbell.

This is to supplement the letter report of November 29,
1971 regarding traffic conditions anticipated for the pro-
posed Arroyo Del Prado development at Campbell Avenue near
San Tomas Expressway. In order to clarify the November 29
report for those readers who may not be familiar with
traffic engineering terminology, additional explanation is
submitted herein.
A trip is a one-way movement between an origin and a destina-
tion. Therefore a residence which generates 8 trips per day
may have its trips composed of the following:

In regard to the proposed Arroyo Del Prado development at
Campbell Avenue near San Tomas Expressway, we have reviewed
the traffic aspects and are presenting additional informa-
tion herein for your consideration.
Trip Generation
The previously submitted traffic generation estimates were
based on a trip generation factor of 9.3 daily trips per
dwelling unit. This factor was developed by the State Di-
vision of Highways from studies conducted at 19 conventional
(R-l) subdivisions. A factor of 5.9 daily trips per dwell-
ing unit was derived by the Division of Highways for apart-
ment sites of various densities. Data for attached house
developments are unavailable.
Until such time as traffic generation information on attached
houses is available we would use the (R-l) figures in order
to arrive at a conservative estimate. However, if the trip
generation factors for conventional subdivisions and apart-
ments were averaged to provide an estimate for attached houses,
then the average trip generation factor would be 7.6 daily
trips per dwelling unit. This results in a total traffic
generation estimate for the development of 1800 vehicles per
day (900 in and 900 out). Table 1. compares traffic esti-
mates for the proposed development to estimates for traffic
that would be generated if the parcel were developed entirely
as a conventional (R-l) subdivision, or if the parcel were
developed according to the approved Area 1 Land Use Plan.
Effect of Generated Traffic
The street pattern proposed minimizes the effect of generated
traffic upon existing residentially developed streets. The
major traffic movements will be directly to and from Campbell
Avenue.

If the subject parcel were developed to a conventional (R-l)
subdivision, the traffic impact on existing residential streets
such as Latimer Avenue, Victor Avenue and Hedegard Avenue would
be greater than would occur with the proposed development.
The highest anticipated volume will occur on the new Chistopher
Avenue, which will carry 1150 vehicles per day. During the
peak hour, the volume will be about 150 vehicles. This amount
of traffic is typical of most residential streets. For example,
counts taken by the City of Campbell on nearby residential
streets show equivalent amounts of traffic (Fig. 1).
Future Traffic Improvements
The County of Santa Clara has a 10 year program for planning
major improvements to the expressway system. It is proposed
that the intersection of Hamilton Avenue and San Tomas Express-
way be grade separated in the 1976-77 fiscal year. It is
further proposed that the intersection of Campbell Avenue and
San Tomas Expressway be grade separated in the 1978-79 fiscal
ye ar .
The State of California Division of Highways has completed de-
sign studies and has conducted public hearings regarding the
construction of a new freeway interchange proposed at Route 17
Freeway and Campbell Avenue.
Conclusions
1.
The proposed development will generate approximately 1800
vehicles per day (900 in and 900 out). This is about 400
vehicles more than the 1400 vehicles per day that would be
generated by an R-1 subdivision. It is less than the 2100
to 3200 vehicles per day that would be generated if the
parcel were developed according to the approved Area 1
Land Use Plan.
The proposed development will have a very minimal effect
upon traffic conditions on nearby residential streets. An
R-1 subdivision w1u1d have a greater traffic impact on
existing residential streets such as Latimer Avenue, Victor
Avenue and Hedegard Avenue.
The traffic volumes that will be generated on the new local
streets serving the proposed development are comparable to
traffic volumes on most existing residential streets.
Future road improvements in the area will substantially
improve traffic conditions.

a red circle and an X the location of the additional eight fi re hydrants
to be installed. All arrangements for hydrant installation should be
made with the Campbell Water Company.

APPROVING ZONE CHANGE FROM R-l TO P-D AND
APPROVAL OF PLANS, ELEVATIONS AND DEVELOP-
MENT SCHEDULE FOR A RESIDENTIAL PLANNED
DEVELOPMENT ON PROPERTY OF DURA STYLE HOMES
LOCATED ON THE NORTH SIDE OF WEST CAMPBELL
AVENUE, WEST OF AND ADJACENT TO THE SAN
TOMAS EXPRESSWAY.
ORDINANCE NO. 832
The City Council of the City of Campbell does ordain as
follows: /
.SECTION ONE: That the Latimer Neighborhood District Map of
the Zoning Map of the City of Campbell is hereby changed and
amended by changing zone from R-1 to P-D on property located on
the north side of West Campbell Avenue, west of and adiacent to
the San Tomas Expressway. Said property bein~ more clearly
defined on the map attached hereto, entitled "Ex~ibit C" and made
a part hereto, together with the legal description as per appli-
cation of Dura Style Homes, filed in the office of the Planning
Department on October B, 1971;
SECTION TWO: That Exhibit ~A" entitled "Plans and Eleva-
tions" and Exhibit "B" entitled "Development Schedule",copies of
which are on file in the office of the Planning Department, are
hereby adopted and made a part of this zone change, subject to
the following conditions:
A.
Property to be fenced and landscaped as indicated
and as added in "red" on plans.
B.
Landscape plan indicating type of plant material,
location of hose bibs or sprinkler system and type
of fencing to be submitted for approval of the
Planning Commission prior to application for build-
ing permit. All planter areas to De enclosed within
4" to 6" raised curbs.
C.
Landscaping shall be maintained in accordance with
the approved landscape plan.
D.
Faithful performance bond in the amount of $10,000
to be posted to insure landscaping, fencing and
stiping of parkin~ area within three (3) months of
completion of construction.
E.
Trash container(s} of a size and quantity necessary
to serve the development shall be located in area(s)
approved by the Fire Department.
F.
All parking and driveway areas to be developed in
compliance with Section 21.50.020 of the Campbell
Municipal Code. All parking spaces to be provided
with appropriate curbs or bumper guards.
G.
Underground utilities to be provided as required by
Section 20.16.070 of the Campbell Municipal Code.
H.
Plans submitted to the Building Department for plan
check shall indicate clearly the location of all
connections for underground utilities including
water, sewer, electric, telephone and television
cables, etc.
I.
Sign application to be submitted in accordance with
provisions of the sign ordinance for all signs. No
sign shall be installed until application is approved
and permit issued by the Building Department.
J.
Water mains, fire hydrants, and fire extinguishers
shall be installed as directed by the Fire Department.
K.
Applicant to process and file parcel map.
L.
Applicant to pay storm drainage area fee in the
amount of $765 per acre.
M.
Provide evidence to the satisfaction of the City
Attorney that landscaping shall be maintained in
accordance with the approved landscape plan.
N.
Covenants and Restrictions are to be drawn to the
satisfaction of the City Attorney.
The applicant is notified that he shall comply with all'
applicable Codes or Ordinances of the City of Campbell which
pertain to this development and are not herein specified.

FOR APPROVAL OF AN 83 LOT SINGLE-FAMILY SUBDIVISION ON PROPERTY
LOCATED ON THE NORTH SIDE OF WEST CAMPBELL AVENUE, WEST OF THE
SAN TOMAS EXPRESSWAY.
1.
Installation of a sanitary sewerage system to serve all lots
within the subdivision in conformance with the proposed plans
of the County of Santa Clara Sanitation District No.4.
Sanitary sewerage service to be provided by said District No.4.
2.
Installation of water distribution system to serve all lots
within the subdivision in conformance with the plans of the
Campbell Water Company. . Water service to be provided by said
Campbell Water Company. Fire hydrants and appurtenances shall
be provided and installed at the locations specified by the
Fire Chief, Fire Department, City of Campbell. Fire hydrant
rental fees shall be paid to City at the rate of $195.00 per
fire hydrant.
3.
Public utility and/or public service easements as may be
necessary for installation of any and all public utilities
and/or facilities shall be granted by the Subdivider.
Adequate walkways shall be provided and improved at the
discretion of the City Engineer and Planning Director.
4.
Annexation of the subdivision to the Campbell Municipal
Lighting District together with the payment to the City of
the subdivision's prorata share of the cost for energy
and maintenance of the street lighting system(s) within
the subdivision as determined by the City Engineer.

Compliance with the provisions of Title 20, Subdivisions,
of the Campbell Municipal Code.
6.
Lot 43 shall be left open for possible future street purposes
until such time as a land use and street pattern is estab-
lished for the property to the west excluded from the sub-
division. Lots 42 and 44 shall be considered with 60 foot
widths as corner lots.
