Nolte and Associates, Project Civil Engineers, we are presenting recommended alternate pavement design sections for the proposed rights-of-way to be constructed within the 16.9 (~) acre development, known as Rancho del Prado and located in Campbell, California. At the present time, on-site traffic indices have not been provided by the City of Campbell and therefore a table of alternate pavement designations are presented, utilizing traffic indices of 5.0, 5.5, 6.0 and 6.5. Two (2) "R" Value determinations were developed upon representative samples of the site soils obtained from the proposed subgrade elevations. The results of these "R" Value determinations were submitted as part of our Geotechnical Investiga- tion Report dated April 14, 1972. As discussed with Mr. Charles Gomez of the City of Campbell, the "R" Value developed on the sample obtained from Drill Hole No. 10, located east of Darryl Drive, was utilized for the pavement design of Darryl Court and Darryl Drive. The "R" Value sample obtained from proposed Hedegard Avenue was utilized in design of the recommended alternate pavement sections for Hedegard Place, Hedegard Avenue and Jane Ann Way. Regardless of final selection, all pavement construction should comply with both the applicable portions of the state of California Standard Specifications' and the Specifications of the City of Campbell. A trip is a one-way movement between an origin and a destina- tion. Trip Generation The previously submitted traffic generation estimates were based on a trip generation factor of 9.3 daily trips per dwelling unit. This factor was developed by the State Di- vision of Highways from studies conducted at 19 conventional (R-l) subdivisions. A factor of 5.9 daily trips per dwell- ing unit was derived by the Division of Highways for apart- ment sites of various densities. Data for attached house developments are unavailable. Until such time as traffic generation information on attached houses is available we would use the (R-l) figures in order to arrive at a conservative estimate. However, if the trip generation factors for conventional subdivisions and apart- ments were averaged to provide an estimate for attached houses, then the average trip generation factor would be 7.6 daily trips per dwelling unit. This results in a total traffic generation estimate for the development of 1800 vehicles per day (900 in and 900 out). Table 1. compares traffic esti- mates for the proposed development to estimates for traffic that would be generated if the parcel were developed entirely as a conventional (R-l) subdivision, or if the parcel were developed according to the approved Area 1 Land Use Plan. Effect of Generated Traffic The street pattern proposed minimizes the effect of generated traffic upon existing residentially developed streets. SAN FRANCISCO' WALNUT CREEK' SOUTH SAN FRANCISCO' SAN DIEGO Mr. William Wren -2- November 29, 1971 If the subject parcel were developed to a conventional (R-l) subdivision, the traffic impact on existing residential streets such as Latimer Avenue, Victor Avenue and Hedegard Avenue would be greater than would occur with the proposed development. The highest anticipated volume will occur on the new Chistopher Avenue, which will carry 1150 vehicles per day. During the peak hour, the volume will be about 150 vehicles. This amount of traffic is typical of most residential streets. For example, counts taken by the City of Campbell on nearby residential streets show equivalent amounts of traffic (Fig. 1). Future Traffic Improvements The County of Santa Clara has a 10 year program for planning major improvements to the expressway system. It is proposed that the intersection of Hamilton Avenue and San Tomas Express- way be grade separated in the 1976-77 fiscal year. It is further proposed that the intersection of Campbell Avenue and San Tomas Expressway be grade separated in the 1978-79 fiscal ye ar . The State of California Division of Highways has completed de- sign studies and has conducted public hearings regarding the construction of a new freeway interchange proposed at Route 17 Freeway and Campbell Avenue. Conclusions 1. The proposed development will generate approximately 1800 vehicles per day (900 in and 900 out). This is about 400 vehicles more than the 1400 vehicles per day that would be generated by an R-1 subdivision. It is less than the 2100 to 3200 vehicles per day that would be generated if the parcel were developed according to the approved Area 1 Land Use Plan. The proposed development will have a very minimal effect upon traffic conditions on nearby residential streets. An R-1 subdivision w1u1d have a greater traffic impact on existing residential streets such as Latimer Avenue, Victor Avenue and Hedegard Avenue. The traffic volumes that will be generated on the new local streets serving the proposed development are comparable to traffic volumes on most existing residential streets.
