Section 9316.1 of the Campbell Municipal Code reads as follows:
Any approval granted under this section shall expire one hundred eighty
(180) days after the date upon which such approval was granted, unless
an exiension for such approval is obtained by making written application
for same to the Planning Commission at least fifteen (15) days prior to
the expiration date of such approval.
No building permit shall be issued after the expiration date of any
approval until a neH approval has been obtained in the manner provided
for in this Chapter.

2. Landscape plan indicating type of plant material, location of
hose bibs or sprinkler system to be submitted for approval of the
Planning Director within three (3) months of building completion.
3. Faithful performance bond in the amount of $1,000 to be posted
to insure landscaping and striping of parking areas within three
(3) months of completion of Bank or applicant may file written
agreement to complete landscaping and striping of outdoor parking
area prior to final building department clearance.
4. Landscaping shall be maintained in accordance with ap~roved plans.
5. Applicant to indicate on building plans where trash container
enclosure is to be located.
The applicant is notified as part of this appli~~tion that he
is required to meet the following conditions in accordance with
Ordinances of the City of Campbell.

underground utilities, including water, sewer, electric,
telephone and television cables, etc.
D. Sign application to be submitted in accordance with provisions
of the sign ordinance for all signs. No sign to be installed
until application is approved and permit issued by the Building
Department.
The applicant is notified that he shall comply with all applicable
Codes or Ordinances of the City of Campbell which pertain to this
development and are not herein specified.

1 Architectural plans indicating dimensions and heights of
buildings, construction materials, and proposed uses
shall he approved for each phase of development by the
Planning Commission.
2. Proposed variations from the approved overall site plan
shall require reconsideration of the total site plan by
the Planning Commission.
3. Approval of a parking ratio for each use classification
as listed below:
a. Retail commercial - one parking space for each 182
square feet of gross floor area after 10% has been
deducted for non-public uses such as storage, passage-
ways, mechanical utility space, etc.
b. Offices - one parking space for each 300 square feet
of gross floor area.
c. R~staurant - the same ratio as other retail commercial
uses, provided that the use does not exceed 10% of the
gross floor area of the retail commercial center, and
further provided that if the restaurant use is in exceSs
of 10%, parking shall be provided by a ratio of one
(1) parking space for each three (3) seats or one (1)
parking space for each 45 square feet of floor area us~able
for seating purposes.
d. Theater - that the theater be considered and approved as
a dual use in relation to the overall site layout; pro-
vided, however, that if the theater is constructed prior
to the office complex, parking shall be provided in
accordance with ordinance requirements.
4. Plans for fencing and landscaping, including the location df
hose bibs, sprinkler system and types of fencing shall be
submitted for approval of Planning Director at the time of
application for building permits for each phase of development.
5. Faithful performance bond shall be posted with each phase
of development to insure landscaping, fencing and striping
of parking areas within three (3) months of completion of
construction. The amount of the bond shall be determined
with each phase of development.
6. That the applicant be granted an automatic 18 month extension
of this "S" approval because of the scope and size of this
development. .

The enclosed ::tpplication is an attempt to master plan and integrate the en-
tire 30 acre Darcel as one overall develo;Jment. Its anticipated that the center
will be built in phases as tennants develop to occupy the relatively unique retail
sales space available. The developer anticipates submission of individual build-
ings for "S" approval, as these buildings wi 11 be bui It. However, overall si te,
parking, an(~ traffic circulation approval is a necessary condition l"Hecedent to the
orderly development of this project. The developer anticipates innncdiate construc-
tion of the main access roads and perimeter landscaping, together with constnlctior:
of the twin motion picture theatre. There nay be some subsequent change in the
concentration of sauare footage within the parcel, as a result of tennant require-
ments, however the maj or circulation pattern, parking scheme, bui lding locations
and building masses wi 11 remain substantially in tact as submitted.
,'ihat has been attemnted conceptually, is the development of the highest poss-
ible ouality specialty retail sales area,in conjunction with a Major office and
professional conplex. On site design, parking, and traffic circulation have been
laid out consistent "'lith the anticipated quality of the center development.
Parking has been b::tlanced uniformly throughout the center to avoid mass black top
areas and landscaping, and common areas have been liberally used to develop an
over;'lll. Quality. integrated area. Aporoval of this plan, as submitted, will pave
the lyay for immediate development of a substantial portion of the entire center.
