Q-. -J.......i The latest schedule from the developer on striping fronting the Heritage Village development project on Campbell Avenue is set for Wednesday even- ing and, if necessary, a portion of Thursday evening. The reason for doing this work in the evening is that the striping work is quite complex and can most safely be done when traffic is at a minimum. This work also includes sandblasting of some of the existing striping, which of course is best done when there is minimal traffic. This requireJOOnt applies to all single-family dwellings, Im.1ltiple apartment units, to all conrnercial, business, industrial, manufacttn"ing, and a>nstruction establishments. 14. Trash container(s) of a size and quantity necessary to serve the develop- ment shall be located in area(s) approved by the Fire Department. Unless otherwise noted, enclosure (s) shall consist of a concrete floor surrounded by a solid wall or fence and have self-closing doors of a size specified by the Fire Department. All enclosures to be constructed at grade level. 15. Applicant shall comply with all appropriate State and City requirements for the handicapped. FIRE DEPAR1MENT 16. After approval of final plans by the City Council, and before the issuance of a building pennit, the applicant shall apply for an historical landmark designation for the building. a. A public hearing shall be scheduled wi thin 30 days before the Historic Preservation Board. b. After receiving reoolllIlendation from the Planning Comnission and Historic Preservation Board, the City Council shall hold a public hearing at the earliest possible regular meeting to oonsider the recOIIDnendations. 25. Prior to designation of the building as an historical landnark in the City of Campbell, Section 21. 41.140 and 21.41.150 shall apply as a condition of the Planned Development ordinance to provide a process for reviewing any further changes to the plans or the building. (Cbpy of Sections 21.41.140 and 21.41.150 attached). 26. The applicant shall prepare plans for review of the Historic Preservation &lard, the Civic Improvement Cbmmission, and the City Cbuncil. The pre- sented plans shall demonstrate standards for rehabilitation of the front portion of the building which confonn to the U. S. Department of the Interior's "Standards fOr Rehabilitation for Historic Preservation Projects." a. Every reasonable effort shall be made to provide a rompatible use for a property which requires minimal alteration of the building, structure, or site and its environment, or to use a property fOr its originally intended purpose. b. The distinguishing original qualities or character of a building, structure, or site and its environment shall not be destroyed. The reJOOval or alteration of any historic material or distinctive architectural features should be avoided when possible. c. All buildings, structures, and site shall be recognized as pro- ducts of their own time. Alterations that have no historical basis and which seek to create an earlier appearance shall be discouraged. d. Olanges which may have taken place in the oourse of time are evidence of the history and development of a building, structure, or site and its enviroIlIIent. These changes may have acquired significance in their own right, and this significance shall be rerognized and respected. e. Distinctive stylistic features or examples of skilled crafts- manship which characterize a building, structure, or site shall be treated with sensitivity. f. Deteriorated architectural features shall be repaired rather than replaced, 'hherever possible. In the event replacement is necessary, the new material should match the material being replaced in composition, design, rolor, texture, and other visual qualities. Repair or replacement of missing architectural features should be based on accurate duplications of features, substantiated by historic, physical, or pictorial evidence rather than on conjectural designs or the availability of different archi- tectural elements from other buildings or structures. PD 82-09 - BABET 1-. ~CIAL CDRP. PAGE 4 g. The surface cleaning of structures shall be undertaken with the gentlest means possible. Sandblasting and other cleaning methods that will damage the historic building materials shall not be mdertaken. h. Every reasonable effort shall be made to protect and preserve archeological resources affected by or adjacent to any project. i. Contemporary design for alterations and additions to existing properties shall not be discouraged when such alterations and additions do not destroy significant historical, architectural or cultural material, and such design is compatible with the size, scale, color, material, and character of the property, neighborhood or enviromnent. j. Wherever possible, new additions or alterations to structures shall be done in such a manner that if such additions or al- terations were to be removed in the future, the essential fOnD and integrity of the structure would be unimpaired. 27. Plans for the new construction which shall replace the portion of the building proposed for demolition shall meet the following standards: a. The new material should match in likeness and kind the material being replaced in composition, design, color, texttn'e, and other visual architectural qualities that are typical of Spanish Colonial Revival architecture. b. Repair or replacement of missing or deJIDlished archi- tectural features should be based on accurate duplications of features, substantiated by historic, physical, or pictorial evidence. c. That design of new exterior construction shall be compatible in size, scale, building materials, color and texture with the original building. d. Architectural details and features shall be compatible with the character and integrity of the original building. 28. The developer shall subnit an application, to be reviewed by the Civic Improvement Conmission, which will cause, upon completion of construction, the building to be considered for listing with the California State Points of Historic Interest Program. 29. The developer, in conjunction with the Civic Improvement Conmission, shall apply for relisting on the National Register of Historic Places if it appears that there is some possibility that relisting would be approved. 30. Prior to the issuance of a deJll)lition or building pennit for the project, the developer shall prepare the necessary doa.mentation to place the building on the Historical American Building Survey. 31. Sixteen parking spaces along the Campbell Avenue frontage of this site, which are indicated in "red" on the approved plans, shall be eliminated and the area shall be landscaped.
