Dear Keith:
On October 1,1980, we submitted Plates 2,3 and 5 from the Traffic Engineering Report
for Heritage Vi lIage and updated them to i nc lude three a Iternati ve traffi c access
conditions.
A. Elimination of a driveway on East Campbell Avenue.
B. Provide an entry only driveway on East Campbell Avenue.
C. Two-way driveway on East Campbell Avenue exiting traffic
prohibited with positive channelization from making a left
turn at the Winchester Boulevard/Campbell Avenue intersection.
After meeting with members of the City Council, you requested that we analyze a fourth
a Iternati ve.
D. Prohibiting left turns into the south driveway on Third Street.
The total P.M. peak hour trips that will be diverted is 24. We estimate that nine (9)
residential trips will be diverted to the north driveway on Third Street, that the remaining
nine (9) residential trips will enter the south driveway on Winchester Boulevard thus
impacting the Winchester Boulevard/Campbell Avenue intersection, and that the six (6)
commercial trips will enter the site from the driveway on Campbell Avenue (Plate 3D).

Thus, there are nine. (9) non-critical right turn trips added to the intersection and the
volume to capacity It/C) ratio remains unchanged at 0.843 or at the mid liD 1I level
of service range.
A question was raised regarding the through aisle near the north property line of the project
site. The site and landscape plan wi II be revised by the landscaping consultant to show
enlarged planter boxes with large specimen trees and a cross sectional view of the aisle.
The landscape consultant has previously indicated that textured surfaces will also be
conveniently placed within the aisle. In addition, we are recommending the relocation
of the north driveway along Winchester Boulevard to be moved about three to five feet
more southerly to minimize the "through" effect. This plan would not impact the number
of on-site parking stalls and would trade landscaping area from one side of the driveway
to the other. We also are recommending a 4% maximum grade within the aisle to minimize
the attractiveness of uti lizing the aisle for a through movement.

OF CAMPBELL ADOPTING PLANS. ELEVATIONS AND DEVELOP-
MENT SCHEDULE FOR THE PLANNED DEVELOPMENT ZONE
ESTABLISHED BY ORDINANCE OF THE CITY OF CAMPBELL
(APPLICATION OF BABET FINANCIAL CORPORATION, PD 80-2).
The City Council of the City of Campbell does ordain as follows:
SECTION ONE: That the Zoning r1ap of the City of Campbell is hereby changed
and amended by "adopting the attached Exhibit A entitled I1Plans and Elevations",
Exhibit B entitled I1Development Schedule", Exhibit C entitled I1Map of Said
Property", and Exhibit D entitled "Conditions of Approval", as per the
application of Babet Financial Corporation for approval of plans, elevations,
and development schedule to allow construction of 164 condominium units and
development of an existing school building to professional offices on property
known as 51 E. Campbell Avenue in a Planned Development Zoning District. Copies
of sai d Exhi bits are on fi le in the Offi ce of the Planning Department.
The applicant is notified that he shall comply with all applicable Codes or
Ordinances of the City of Campbell which pertain to this development and are
not herein specified.
PASSED AND ADOPTED this 22nd day of September, 1980 by the following roll

Dear Dick:
On Friday, September 12, 1980, I met with Bi II Helms and Keith Manley of the City of
Campbell to discuss the traffic access to the "Heritage Vi lIage" project located on the
northeasterly corner of South Winchester Boulevard and East eampbeJl Avenue. Three
alternatives were presented with the bus duck out on Winchester Boulevard common to
all. We have minimized the bus duck out impact by using the intersection as part of
the deceleration length requirement.
Alternative 1 shows one acc~ss on East Campbell Avenue and is the conceptual plan
approved by the Planning Commission. Alternative 2 utilizes two access points on East
Campbell Avenue and minimizes the number of parking stalls that could be provided in
front of the proposed professional office bui Iding. Alternative 3 is Alternative 1 with
a lIfactory type" opening near Third Street.
Both Bi II and Keith agree with us on the schematic drawings for the bus duck out portion
and the one access opening on East Campbell Avenue. Bill feels that he can "sell"
that to the City Counci I. However, the City has a major concern at the northeasterly
corner of the Third Street/eivic eenter Drive intersection wherein only minimum sight
distances exist. This problem was created when the eivic Center Drive was constructed
a number of years ago. Currently, there are about two accidents per month at that
intersection and both Bill and Keith are adamant about prohibiting access into your site
from the driveway on Third Street near Civic eenter Drive.
Bill will be reviewing all 3 plans in more detail and will meet with the City eouncil
representatives at his convenience to_try to sell the "factory type" openin~ concept.
This means that he is in favor <?f Alternative 3. In the interim, please review these
