BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING A PROPOSED SITE AND INSTALLATION OF A NEW PUBLIC ART STATUE
AT CAMPBELL PARK
WHEREAS, in March 2015, Campbell residents Mr. Mike Krisman and his associate Mr. Peter
Sokol appeared before the Civic Improvement Commission to propose an orchard farmer statue
recognizing Campbell's agrarian past in Santa Clara Valley; and
WHEREAS, their farmer statute is conceptually titled Reach and is depicted wearing overalls in
a standing position reaching for fruit from a tree branch with an out-stretched arm; and
WHEREAS, the CIC generally agreed that the proposal would be a good representation of
Campbell as the "Orchard City' by connecting the City to its agrarian past; and
WHEREAS, to finance the project, the applicant stated that he and his partner were willing to
raise private funds to fabricate the statue; and
WHEREAS, the estimated cost for the statue's fabrication and finish is $33,000 and a matching
commemorative plaque is estimated below $2,000; and
WHEREAS, in response to this proposal for public art, the City adopted a new Public Art Policy
in June 2016; and
WHEREAS, the City's Public Art Review Committee (PARC) convened on January 25, 2017 to
evaluate the proposal; and is generally supportive of the orchard farmer statue concept, and
provided various recommendations to the Civic Improvement Commission in the areas of
design, location, flexibility and creativity, and community outreach; and
WHEREAS, staff presented PARC's comments back to the Civic Improvement Commission and
Parks and Recreation Commission in February 2017 and March 2017, respectively.
NOW, THEREFORE, BE IT RESOLVED; that the City Council of the City of Campbell hereby
authorizes staff to continue to work with the applicants, consistent with the City's Public Art
Policy, to refine the design, and include additional CIC comments going forward; provide a
revised budget; include the development of adesign-construction timeline; and bring this item
back to Council before any statue fabrication and public constructions is commenced, and at
that time reevaluate the site location, looking at alternatives.
