A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING THE CITY
MANAGER MODIFY EXISTING CONTRACT WITH TRITECH SOFTWARE SYSTEMS
FOR COMPUTER AIDED DISPATCH (CAD) SYSTEM SOFTWARE AND SERVICES, ENTER
INTO AN AGREEMENT TO PURCHASE RECORDS MANAGEMENT SOFTWARE (RMS) FROM
TRITECH SOFTWARE SYSTEMS, AND TERMINATE THE MEMORANDUM OF
UNDERSTANDING (MOU) BETWEEN THE MILPITAS POLICE DEPARTMENT AND THE
CAMPBELL POLICE DEPARTMENT FOR CAD SERVICES.
WHEREAS, the CAD and RMS software has reached end-of-life and is in need
of replacement;
WHEREAS, on July 7, 2015, Campbell City Council authorized the City Manager
to terminate an ongoing bid process and enter into an agreement with Tritech Software
System to purchase the CAD system;
WHEREAS, on July 7, 2015 Campbell City Council authorized staff to begin
drafting an MOU between Milpitas Police Department and Campbell Police Department
for a shared CAD system;
WHEREAS, on September 20, 2016 Campbell City Council authorized the City
Manager to enter into an agreement with Tritech Software Systems and to add the
additional amount of $142,110 to the contract amount;
WHEREAS, a staff feasibility study completed in June, 2017 discovered hosting
the CAD and RMS systems in Campbell achieve the same operational objectives at less
cost and with less operational risk;
WHEREAS, additional software is required to host the CAD system at the City of
Campbell will total $144,472 while Total Cost of Ownership (TCO) over the life of the
system is less when compared to remotely hosted services;
WHEREAS, less system design complexity reduces operational risk. This
includes remote connectivity and network latency, and potential loss of critical E911
caller address location information;
WHEREAS, the simultaneous launch of the CAD and RMS applications remove
potential loss of productivity and costs that will occur if the two systems are launched
independently of each other.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Campbell determines that it is in the best interests of the public to authorize the City
Manager to modify an agreement with Tritech Software Systems to provide required
software to locally host the Computer Aided Dispatch (CAD) in the City of Campbell,
authorize the City Manager to enter into an agreement with Tritech Software Systems to
provide software required for a Records Management System (RMS), and authorize the
City Manager to terminate the Memorandum of Understanding (MOU) between the
Campbell Police Department and the Milpitas Police Department for Computer Aided
Dispatch (CAD) Services.
