CC Resolution 12206RESOLUTION NO. 12206 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL ESTABLISHING A NEIGHBORHOOD TRAFFIC CALMING POLICY AND PROCESS WHEREAS, the City Council identified the development of a traffic calming policy as a strategic priority in Fiscal Year 2016-17; and WHEREAS, on January 17, 2017, the City Council held a Study Session to review the proposed process by which residents could request neighborhood traffic calming studies, and the community engagement process that would be required for the development of physical traffic calming measures in a neighborhood; and WHEREAS, establishing a neighborhood traffic calming process will provide residents with a clear process and criteria to determine eligibility for traffic calming studies and identifying majority neighborhood support for the development of traffic calming measures; and WHEREAS, the traffic calming policy outlines an eight step process to guide residents in the traffic calming study process which includes: Initial Inquiry, Neighborhood Petition, Traffic Calming Study and Determining Eligibility, Neighborhood Engagement, Post Card Vote, Approval, Installation, and Evaluation; and WHEREAS, staff recommends setting the eligibility criteria when traffic studies conclude that the 85`h percentile speed traveled by vehicles exceeds the posted speed limit by 7 miles per hour (mph) on local and collector streets; and an average daily traffic volume of 1,000 vehicles per day on local streets and 2,000 vehicles per day on collector streets; and WHEREAS, on April 18, 2017 funding for the neighborhood traffic calming studies and potential traffic calming measures was presented as part of the draft Fiscal Year 2018-22 Capital Improvement Plan (CIP). NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby establishes a Traffic Calming Policy establishing the process by which residents can request traffic calming studies and potential implementation of traffic calming measures.
