A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF CAMPBELL
AUTHORIZING THE ISSUANCE OF A SPECIAL EVENT PERMIT TO THE
DOWNTOWN CAMPBELL BUSINESS ASSOCIATION FOR THE CREEPY
CRAWLY HALLOWEEN TRICK-OR-TREAT EVENT
WHEREAS, after due consideration of all the evidence presented the City
Council did find as follows:
1. The event sponsor, the Downtown Business Association, is a local civic,
non-profit institution;
2. The dates and hours of operation for the event shall be as follows:
Sunday, October 29th 4:OOp.m. - 7:00 p.m.;
and on such subsequent dates and times as approved by the Chief of Police in
accordance with the conditions of this resolution;
3. The event will be located along Campbell Avenue between Railway
Avenue and Third Street;
4. The event will consist of safe and family-friendly trick-or-treating
opportunity;
5. The Downtown Campbell Business Association has presented this event
annually for the last 15 years;
WHEREAS, based on the foregoing findings of fact, the City Council further finds
and concludes:
1. The Special Event will not disrupt to an unreasonable extent, the
movement of traffic or create any safety hazard as a result of such
other traffic being stopped or diverted;
2. Sufficient Police service can be provided to assure proper traffic
control and the orderly conduct of the special event;
3. The streets and roads over which the Special Event will be conducted
are sufficient size and construction to safely accommodate the number
of participants and the size, height and weight of any vehicles or
equipment participating in the event;
4. The Special Event will not interfere with any other public events to be
conducted on the same day;
5. The Special Event is not likely to cause injury to persons or property or
create an unreasonable disturbance of the peace;
6. The cumulative impact of this Special Event will not create an undue
strain on public resources;
7. The Creepy Crawly Halloween Trick-or-Treat Event constitutes one
event that is present annually in the City.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Campbell does hereby grant a Special Event Permit to the Downtown Business
Association to annually hold the Creepy Crawly Halloween Trick-or-Treat Event
at the location set forth in the findings of this Resolution within five years from the
date of the passage of this resolution, subject to the following conditions of
approval:
Conditions of Approval
1. The dates for each annual event shall be approved by the Chief of Police
upon determination that the event the City will have adequate resources
available to assure proper traffic control and the orderly conduct of the
special event;
2. The applicant shall be subject to the insurance requirements set forth in
Chapter 11.30 of the Campbell Municipal Code;
3. The event shall comply with all applicable policies and ordinances of the
City of Campbell;
