BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT FOR
PUBLIC INFORMATION POLLING SERVICES
WHEREAS, the City Council is expected to place a revenue ballot measure for the November
2018 General Election related to the Civic Center Master Plan (CCMP) project; and
WHEREAS, as part of its adopted Council Priorities for FY 2018, the City Council has been
studying the CCMP in relation to facilities improvement options, financing options, and scope of
work desired going forward; and
WHEREAS, in November 2018, Campbell voters may consider a revenue measure to fund
either a new police station, library building renovation, city hall renovation, or some combination
thereof; and ,
WHEREAS, as the City has done with previous ballot measures, the engagement of a
professional consultant is recommended to assist with the development and implementation of a
public information strategy to ensure that voters understand the direct and indirect impacts a
revenue measure would have upon the community; and
WHEREAS, Campbell's Municipal Code §3.20.091 (Request For Proposals) provides that the
City Council may approve, and award a contract for, the purchase of supplies and services that
are technical in nature whose value exceeds $15,000 and additionally, §3.20.091 (3)(B)
provides, in part, that the City may dispense with the formal bid process upon determination by
the City that the use of competitive bidding is not practical or advantageous because quality,
availability or capability is overriding in relation to price in procurement of technical services; and
NOW, THEREFORE, BE IT RESOLVED; that the City Council of the City of Campbell hereby
authorizes the City Manager to negotiate and execute a consultant services contract not to
exceed $70,000 for public information and mailing services.
