BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE CONTRACT FOR
PRE-BALLOT POLLING SERVICES
WHEREAS, the City continues to explore new revenue options as it evaluates funding options
to support the construction phase of the Civic Center Master Plan and plans to hire a public
information consulting services firm to advise the City in placing a local revenue measure on the
November 2018 General election ballot; and
WHEREAS, Campbell's Municipal Code §3.20.091 (Request For Proposals) provides that the
City Council may approve, and award a contract for, the purchase of supplies and services that
are technical in nature whose value exceeds $15,000 and additionally, §3.20.091 (3)(B)
provides, in part, that the City may dispense with the formal bid process upon determination by
the City that the use of competitive bidding is not practical or advantageous because quality,
availability or capability is overriding in relation to price in procurement of technical services; and
WHEREAS, time is of the essence.
NOW, THEREFORE, BE IT RESOLVED; that the City Council of the City of Campbell hereby
authorizes the City Manager to award and execute a contract not to exceed $50,000 for pre-
ballot polling services for the purposes of conducting pre-ballot polling and tracking services.
