CC Resolution 12274RESOLUTION NO. 12274 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL ACCEPTING THE FINAL REPORT FOR THE TRANSPORTATION IMPROVEMENT PLAN FOR CAMPBELL PRIORITY DEVELOPMENT AREA PROJECT WHEREAS, in August 2014 the Santa Clara Valley Transportation Authority (VTA) Board awarded a Priority Development Area (PDA) grant for the Transportation Improvement Plan for Campbell (TIPC) PDA Project; and WHEREAS, the purpose of this project was to develop a transportation improvement plan that forms the basis for Campbell to compete for future funding of infrastructure projects that support housing, employment, and services in Campbell's PDA, the Central Redevelopment Area; and WHEREAS, the project plan goals would be a safe, efficient, attractive transportation system that supports employment and housing near transit, enhances walking and bicycling, improves streetscape design, and encourages alternative transportation modes in the Campbell PDA; and WHEREAS, the project objectives would include (1) assess infrastructure needs (e.g., gaps in facilities), (2) recommend typical roadway cross-sections (e.g., sidewalk and lane widths, landscaping, and amenities), and (3) develop project concepts and cost estimates; and WHEREAS, on April 20, 2016 the consultant, Community Design + Architecture (CD+A) and staff met with various stakeholders from the community to hear the public's ideas, concerns, and comments; and WHEREAS, the stakeholder groups that were represented included the Downtown Campbell Neighborhood Association, Downtown Campbell Business Association, Campbell Chamber of Commerce, City Library, and the Campbell Bicycle and Pedestrian Advisory Committee (BPAC); and WHEREAS, the stakeholders were heard in groups of two or three during three consecutive one-hour sessions; and WHEREAS, recurrent ,themes included locations that are confusing for pedestrians and motorists, walking patterns from .the Downtown Campbell Light ,Rail Station, bike, parking, and barriers to walking and biking; and WHEREAS, CD+A's transportation subconsultant, Fehr and Peers, performed a thorough investigation of-the project area's transportation facilities and will be providing recommendations. The consultant team has presented to staff proposed project concepts to address identified needs. The project concepts were also presented to the BPAC in June; and WHEREAS, at the Council Study Session on September 6, 2016, the consultant team presented stakeholders' input and the consultant's recommendations; and WHEREAS, the presentation described proposed improvements and included conceptual drawings of some potential measures that would address stakeholders' concerns and the consultant's recommendations; and WHEREAS, staff also reported that it had begun the procurement and installation of additional downtown bike parking facilities using the City's operating budget and that staff had submitted a One Bay Area Grant (OBAG) grant application that would include much of the consultant's recommendations; and WHEREAS, staff later learned that an OBAG grant was not awarded to the City but that the grant application was very competitive based on merit and would compete better if the City proposed a higher local match; and WHEREAS, the final report for the TIPC Project documents the community engagement process, existing conditions for those people who walk, ride bikes, or use public transit through the Historic Downtown and surrounding areas within the Campbell PDA; and WHEREAS, the final report also identifies 14 infrastructure projects that focus primarily on improving pedestrian and bicycle safety and access; and WHEREAS, six of these projects were identified to be evaluated in more detail; and WHEREAS, preliminary construction cost. estimates for these project concepts are included in the appendix of the final report; and WHEREAS, there is no fiscal impact to the City with the acceptance of the final report; and WHEREAS, with aCouncil-accepted final report with a documented public engagement process the City should be in a good position to compete well for the next cycle of the One Bay Area Grant (OBAG).
