BEING A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CAMPBELL RECOMMENDING THE CITY
COUNCIL APPROVE A GENERAL PLAN AMENDMENT
(PLN2017-365), ZONING MAP AMENDMENT (PLN2018-56),
AND NEGATIVE DECLARATION (PLN2018-57) TO CHANGE
THE LAND USE DESIGNATION FROM PROFESSIOINAL
OFFICE TO NEIGHBORHOOD COMMERCIAL FOR THE
PROPERTY LOCATED AT 71 NORTH SAN TOMAS AQUINO
ROAD (APN 307-16-012).
After notification and public hearing, as specified by law and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
The Planning Commission finds as follows with regard to the recommended approval of
a General Plan Amendment (PLN2017-365), Zoning Map Amendment (PLN2018-56),
and Negative Declaration (PLN2018-57):
Environmental Finding
An Initial Study has been prepared for the project which provides documentation for
the factual basis for concluding that a Negative Declaration may be adopted since
no substantial evidence exists, in light of the whole record, that the project may have
a significant effect on the environment as conditioned. .
Evidentiary Findings
The proposed project ("project") includes an amendment to change the General Plan
land use designation from Professional Office to Neighborhood Commercial and the
Zoning Map designation from P-O (Professional Office) to C-1 (Neighborhood
Commercial).
2. The project site consists of a single parcel located at the southwest corner of North
San Tomas Aquino Road and La Pradera Drive, north of West Campbell Avenue.
3. Abutting land uses include office uses to the west, residential uses to the northwest,
and commercial uses to the east and south.
4. The 24,000 square foot lot is developed with asingle-story 5,692 square foot
building that is physically suited for and currently occupied by uses that would
conform to the proposed land use designation.

5. The site is located adjacent to an arterial corridor and is easily accessible by
automobile, bicycle, transit, and by foot, consistent with the purpose of the
neighborhood commercial zoning designation.
6. The existing parking is sufficient to support the type of uses that would be allowed
under the proposed land use designation.
Based upon the foregoing findings of fact, the Planning Commission further finds and
concludes that:
7. The proposed amendment is consistent with the goals, policies, and actions of the
General Plan.
8. The proposed amendment would not be detrimental to the public interest, health,
safety, convenience, or general welfare of the city.
9. The parcel is physically suitable (including absence of physical constraints, access,
compatibility with adjoining land uses, and provision of utilities) for the requested
zoning designation(s) and anticipated land uses/project.
THEREFORE, BE IT RESOLVED that the Planning Commission recommends approval
of a Negative Declaration and amendment of the General Plan land use designation
from Professional Office to Neighborhood Commercial and the Zoning Map designation
from P-O (Professional Office) to C-1 (Neighborhood Commercial) for the property
located at 71 N. San Torroas Aquino Road (APN 307-16-012).
