A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE PUBLIC WORKS DIRECTOR TO SUBMIT A VEHICLE
EMISSIONS REDUCTIONS BASED AT SCHOOLS (VERBS) PROGRAM GRANT
APPLICATION FOR THE HARRIET AVENUE SIDEWALK PROJECT
WHEREAS, the Vehicle Emissions Reductions Based at Schools (VERBS) Program is
Santa Clara County's locally programmed portion of the Metropolitan Transportation
Commission's (MTC) One Bay Area Safe Routes to School program; and
WHEREAS, VERBS is focused on reducing greenhouse gases by promoting walking,
biking, transit, and carpooling to school, targeting grades. K-12. The program builds on
and expands the existing Safe Routes to School Program efforts and successes within
the Santa Clara County; and
WHEREAS, VERBS is intended to 1) facilitate the planning, development, and
implementation of a project that will reduce traffic, fuel consumption and air pollution in
the vicinity of schools; 2) reduce traffic related injuries and fatalities to school children;
and 3) ensure that bicycling and walking to school is a safer and more appealing
transportation alternative, thereby encouraging a healthy and active lifestyle from an
early age; and
WHEREAS, approximately $1.3 million in federal Congestion Mitigation/Air Quality
(CMAQ) funds are available for Santa Clara County over the following five fiscal years
(FY2018-FY2022); and
WHEREAS, project sponsors may request a minimum of $500,000 and a maximum of
$1,000,000 per project; and
WHEREAS, VTA may partially fund a request; and
WHEREAS, the Harriet Avenue Sidewalk Project would construct sidewalks where
sidewalks are missing on Harriet Avenue between Westmont Avenue and Van Dusen
Lane; and
WHEREAS, the preliminary engineer's estimate to design anal construct the
Harriet Avenue Sidewalk Project is approximately $1,363,000; and
WHEREAS, the VERBS Program requires a minimum 11.47 percent local match with a
sliding scale scoring system that assigns 0 points for 11.47% local match, one point for
12%, two points for 13%, and so on up to ten points for 21 % local match; and
WHEREAS, the VERBS Program selection process will be very competitive, therefore
staff is recommending the maximum 21 % local match of approximately $286,000 to
score the maximum ten points for the local match criterion.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Campbell
that the Public Works Director is hereby authorized to submit a Vehicle Emissions
Reductions Based at Schools (VERBS) Program grant application for the Harriet
Avenue Sidewalk Project; and
BE IT FURTHER RESOLVED that the City of Campbell will provide a 21 percent
local match or $286,000 for this project if it is awarded a VERBS grant; and
BE IT FURTHER RESOLVED that the City Council authorizes the use of available
funding sources to serve as the required local match.
