BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CAMPBELL ADOPTING A NEGATIVE DECLARATION AND
APPROVING A CITY INITIATED RESCISSION OF FOURTEEN
STRUCTURES FROM THE CITY OF CAMPBELL HISTORIC
RESOURCE INVENTORY (PLN2018-212)
After notification and public hearing, as specified by law and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
The City Council finds as follows with regard to the Negative Declaration and City
initiated rescission of 14 structures from the City Of Campbell Historic Resource
Inventory (PLN2018-212):
1. An Initial Study has been prepared for the project which provides documentation
for the factual basis for concluding that a Negative Declaration may be adopted
since no substantial evidence exists, in light of the whole record, that the project
may have a significant effect on the environment.
2. The Historic Preservation Ordinance is consistent with the goals, policies, and
actions of the General Plan and includes procedures for designating and
rescinding a resource from the Historic Resource Inventory;.
3: The Historic Resource Inventory is the official City Council approved register of
structures of merit, landmarks and historic district properties, significant in
Campbell's history, architecture, engineering, and culture;
4. The decision to rescind the historic designation of a resource requires approval by
the City Council upon recommendation of the Historic Preservation Board and the
Planning Commission;
5. The Historic Preservation. Board held a public hearing on May 23, 2018 and
.determined that the 14 ,structures proposed for rescission no longer meet the
criteria for historic designation (Campbell Municipal Code Section 21.33.060.8.1)
because the structures have either been demolished significantly altered, or
significantly neglected to the point that the structures no longer embody historic
architecture or construction; no longer benefit the historic character of the city, and
can no longer be associated with historical events or persons;
6. The Planning Commission held a public hearing on July 24, 2018 and determined
' that the, 14 structures proposed for rescission no longer meet the criteria for
historic designation (Campbell Municipal .Code Section 21.33.060.6.1) because the
structures have either been demolished, significantly altered, or .significantly
neglected to the point that the structures no longer embody historic architecture or
construction; no longer benefit the historic character of .the city, and can no longer
be associated with historical events or persons;

7. The City Council shall either approve or deny the rescission, based on substantial
evidence and findings of fact in the record that the resource no longer has historic
value with respect to the designation criteria for structures of merit identified in
Campbell Municipal.Code Section 21.33.060.6.1.
Based on the foregoing findings of fact, the City Council further finds and concludes
that:
1. The 14 structures no longer have historic value with respect to' the designation
criteria identified in Campbell Municipal Code Section 21.33.060.8.1.
2. An Initial Study has been prepared for the project which. provides documentation for
the factual basis for concluding that. a Negative Declaration may be adopted since
no substantial evidence exists, in light of the whole record, that the rescission may
have a significant effect on the environment.
THEREFORE, BE IT RESOLVED that the City Council adopts a Negative Declaration
and approval of a City initiated rescission of 14 structures from the City Of Campbell
Historic~Resource Inventory (PLN2018-212).
