CC Resolution 12362RESOLUTION NO. 12362 BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING A PILOT RESIDENTIAL PERMIT PARKING PROGRAM WHICH ESTABLISHES SPECIFIED PARKING TIME LIMITS FOR THE ROSEMARY NEIGHBORHOOD WHEREAS, the Rosemary Neighborhood includes Merrimac Drive, Millich Drive, Rosemary Lane, and Valley Forge Way; and WHEREAS, in the past year, residents in the Rosemary area have been experiencing problems associated with on-street parking such as vehicles shuttling residents to streets outside the neighborhood, parking in excess of seventy-two hours, and parking in front of residential waste tote bins on garbage pickup days; and WHEREAS, staff has conducted a City survey of residents in the Rosemary Neighborhood from the end of July until the end of August, and over two-thirds of residents in the area surveyed have expressed an interest in starting a Pilot Residential Permit Parking Program; and WHEREAS, the Pilot Residential Permit Parking program will last for at least 12 months and be limited to Merrimac Drive, Millich Drive, Rosemary Lane, and Valley Forge Way, and would require residents to purchase a parking permit to be displayed in their vehicles during the hours of 10:00 pm to 6:00 am daily; and WHEREAS, the cost of each permit is anticipated to be $35 per year and be subject to periodic updates by the City's established fee schedule; and WHEREAS, Public Works Department staff will custom order and install an appropriate number of regulatory parking signs on these participating streets; and WHEREAS, following the completion of the one year pilot period, staff will evaluate the pilot program, and through consultation with the Police Department and residents, make a determination on whether or not to continue the Permit Parking Program; and WHEREAS, the evaluation will include staff's fiscal analysis and examination of whether the parking issues were resolved or shifted to other areas. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Campbell does hereby authorize a Pilot Residential Permit Parking Program for 12 months in the Rosemary Neighborhood.
