Preliminary Title Report: Upon submittal of the tentative map, the applicant shall provide a current preliminary report. 2. Right-of-Way for Public Street Purposes: Prior to issuance of any grading or building permit, the applicant shall fully complete the process to cause additional right-of-way to be granted for public street purposes along the Industrial Avenue frontage to accommodate a 21.5 foot half street width and a 5 foot sidewalk easement. The.applicant shall submit the necessary documents for approval by the City Engineer, process the submittal with City staff s comments and fully complete the right-of-way process. Joint trenches for new utilities -shall be used whenever possible. 8. Pavement Restoration: Based on the utility coordination plan;the applicant shall prepare a pavement restoration plan for approval by the City Engineer prior to any utility installation or abandonment. Streets that have been resurfaced within the previous five years will require boring and jacking for all new utility installations. Sunnyside Avenue has been overlaid in FY 97/98. The pavement restoration plan shall indicate how the street pavement shall be restored following the installation or abandonment of all utilities necessary for the project 9. To Whom it may concern: I became aware the Owner of 120 Sunnyside Avenue was seeking to put a"new" curb cut on Industrial Way to provide onsite parking for the house. The Owner seeks to do so because 120 Sunnyside Avenue is a rental property and Tenants have to park on public streets. A recent Tenant moved out because of the lack of parking. The recent development by Tom Black of a second home on a split lot located at 132 Sunnyside Avenue removed what was a parking space located in front of 120 Sunnyside Avenue when Mr. Black secured a curb-cut/driveway for the new home. A fire hydrant located immediately in front of 120 Sunnyside near the corner of Industrial Way further restricts parking on Sunnyside. This meant 120 Sunnyside Avenue Tenants were forced to park across the Street. The original onsite parking was eliminated when the Owner decided to turn the detached garage for 120 Sunnyside into a dwelling unit eliminating the garage and tenant access to the driveway. The Owner, who lives in the converted garage,parks her personal car, a Corvette on the property behind a fence on the property under a canopy. The Owner's commuter car, a Toyota Camry is parked on Industrial Way across the street from the garage/dwelling since there is not parking allowed along the eastside of Industrial Way. Industrial Way is only 35'wide and residential parking is confined to the westside of the street. While I do not object to the proposed curb cut, it is my hope the City will review the Owner's conversion of a detached garage into a dwelling unit. For it is this conversion which has created the need for the "new"curb cut to provide the onsite parking. Property owners who decide to convert garages or secondary cottages into rental units should provide some parking consideration because of the need created by prospective tenants. Certainly the standard is not the same code/development criteria as an individual seeking to construct a new unit, but the parking impacts should not be ignored.
