A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE ISSUANCE OF A REQUEST FOR PROPOSALS FOR
PAYROLL OUTSOURCING SERVICES
WHEREAS, the City processes a bi-weekly payroll for approximately 400
employees; and,
WHEREAS, the existing process has been handled by a single individual for
the past 18 years; and,
WHEREAS, the payroll process, laws governing payroll and related
requirements have become more numerous and more complex over the years; and,
WHEREAS, the City's existing payroll and human resources software is over
10 years old and lacks many features that more modern application software
packages offer with regards to automation and functionality; and,
WHEREAS, it has become more difficult to find individuals with the requisite
experience and knowledge of full-service payroll processing and the City is desirous
of having a payroll process that is more modern and efficient.
NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of
Campbell that the City Manager is authorized to develop a scope of services for
outsourcing payroll and issue a Request for Proposals for the solicitation of interested
vendors in providing payroll and human resources database and processing services.

roll call vote:
