A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
APPROVING PLANS AND SPECIFICATIONS, AUTHORIZING ADVERTISEMENT OF
BIDS, AUTHORIZING THE PUBLIC WORKS DIRECTOR TO AWARD THE
CONTRACT AND OTHER ASSOCIATED ACTIONS FOR EDEN AVENUE SIDEWALK
IMPROVEMENTS PROJECT 18-MM, AND AUTHORIZING A BUDGET ADJUSTMEMT
WHEREAS, the Campbell City Council adopted Resolution 12145 authorizing the
Public Works Director to submit a Vehicle Emissions Reductions Based at Schools
(VERBS) Program grant application for the Eden Avenue Sidewalk Improvements
Project on April 18, 2017; and
WHEREAS, the Valley Transportation Authority (VTA) Board of Directors approved the
award of $555,000 in VERBS grant funds toward the Eden Avenue Sidewalk
Improvements Project 18-MM; and
WHEREAS, the Campbell City Council adopted Resolution 12270 authorizing the
issuance of a Request for Proposals for design services associated with Eden Avenue
Sidewalk Improvements Project on January 16, 2018; and
WHEREAS, the -Public Works Director awarded the consultant contract to BKF
Engineers to perform the professional design services for pedestrian safety
improvements on Eden Ave on April 3, 2018; and
WHEREAS, the project includes improvements that will enhance pedestrian safety and
encourage walking to and from Rosemary Elementary School, and
WHEREAS, the plans and specifications are now completed; and
WHEREAS, the construction contract will include two additive alternate items for
adjusting the affected utilities to grade; and
WHEREAS, the utilities will potentially reimburse the City for performing their work at
the estimated amount of $2,300.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
hereby' approves plans and specifications, authorizes the advertisement of bids,
authorizes the Public Works Director to award and execute a construction contract to
the lowest responsive and responsible bidder and encumber a construction contingency
for a total contract amount not to exceed $607,000, authorizes the City Engineer to
negotiate and execute contract change orders up to and within the allocated
construction contingency; and
BE IT FURTHER RESOLVED that the City Council of the City of Campbell hereby
authorizes the Public Works Director to reject bids and rebid the project should bids
received have unamenable irregularities; and

BE IT FURTHER RESOLVED that the City Council of the City of Campbell hereby
approves the budget adjustment to increase the budget to, accommodate for the
adjusting of utilities to grade and to add an additional $1,000 to the VERBS Grant
Award for a total of $555,000.
