A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE CITY MANAGER TO EXTEND THE SERVICE CONTRACT WITH
THE FIRM OF MAZE AND ASSOCIATES IN AN AMOUNT NOT TO EXCEED $35,000
WHEREAS, the City's Finance Department has had key professional and management
positions that are currently unfilled;
WHEREAS, these vacant positions include Finance Manager, Senior Accountant, and
Payroll/Accounting Technician;
WHEREAS, On March 19, 2019, via Resolution No. 12414, the City Council authorized
the City Manager to negotiate, execute and enter into a service contract with the firm of
Maze and Associates for accounting and payroll services through June 30, 2019 for a
not to exceed amount of $245,000;
WHEREAS, On March 19, 2019, via Resolution No. 12414, the City Council also
approved a corresponding budget adjustment of $245,000 to fund the contract in Fiscal
Year (FY) 2018-19;
WHEREAS, there is continued need to backfill the vacant Finance Manager position
through July 31, 2019 while the recruitment and testing processes are underway in
order to continue the City's vital day-to-day fiscal, accounting, audit, and payroll
functions and operations;
WHEREAS, Maze and Associates is an experienced and qualified Northern California
firm proposing to continue providing key staffing assistance in, and for, the Finance
Department through July 31, 2019 at a not to exceed cost of $35,000;
WHEREAS, the Finance Department will attempt to absorb these costs into its
Proposed Budget for FY 2019-20 and if this is not possible, staff will request additional
appropriations during mid -year FY 2019-20 budget adjustment reporting;
WHEREAS, the authority to enter and execute contracts is provided by Campbell
Municipal Code §3.20.100(1) which states that contracts in excess of $50,000 or more
shall be.approved by the City Council; and
WHEREAS, Campbell Municipal Code §3.20.091(1) also provides that the City Council
may dispense with formal bidding requirements for the purchase of supplies and
services that are technical in nature, so long as the estimated value or service is in
excess. of $50,000 and upon determination of the City Manager that the use of
competitive bidding is not practical or .advantageous because one or more of the
following conditions exist: 1) price is not a primary condition; 2) quality,, availability or
capability is overriding in relation to price in procurement of research, development,
technical supplies or services; or 3) delivery and 'installation, post -sale service or
maintenance, reliability, warranties or availability or replacements are overriding in
relation to prices.
NOW, -THEREFORE, BE IT RESOLVED that the Campbell City Council hereby
authorizes the City Manager to extend the service contract with the firm of Maze and
Associates for accounting services for a not to exceed amount of $35,000.
