A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
APPROVING THE APPROPRIATION OF VEHICLE IMPACT FEES IN RESERVE TO
FUND BASCOM AVENUE RESURFACING COST SHARE AND CITYWIDE PAVEMENT
CRACK SEALING
WHEREAS, City of Campbell (City) and City of San Jose (CSJ) have shared jurisdiction of
portions of Bascom Avenue between Shelley Avenue (just south of Camden Avenue) and
Highway 85 (just south of E. Mozart Avenue); and
WHEREAS, CSJ is preparing to resurface Bascom Avenue south of Camden Avenue; and
WHEREAS, all resources for the City's current Annual Pavement Maintenance Program
have been allocated to Winchester Boulevard Resurfacing Project and it would be many
years before the program would have funding to address Bascom Avenue; and
WHEREAS, staff is recommending entering into a cost share agreement with CSJ to
improve the City's portion of Bascom Avenue.
WHEREAS, Westmont Avenue between S. San Tomas Aquino Road (STAR) and the
western city limits near the eastern end of Westmont High School was reconstructed in
2004; and
WHEREAS, Westmont Avenue has a Pavement Condition Index (PCI) in low 80's; and
WHEREAS, this roadway has not received any preventative pavement maintenance
treatment since it was reconstructed and is pavement distress in the form longitudinal
cracks and weathering cracks, making it a prime candidate for crack sealing treatment; and
WHEREAS, Harriet Avenue between northern city limit near Keith Drive and Westmont
Avenue is the location of the federally funded Harriet Avenue Traffic Calming Project; and
WHEREAS, incorporating the crack sealing into the federally funded project is not possible
due to constraints imposed by federal grant funds; and
WHEREAS, Harriet Avenue has a PCI of low 70's and exhibits the same type of distress as
Westmont Avenue; and
WHEREAS, other streets in the city would benefit from crack sealing to extend the life of
the pavement.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
hereby: 1) approves the appropriation of Vehicle Impact Fees (VIF) in reserve to fund
resurfacing on Bascom Avenue and Citywide Pavement Crack Sealing; 2) authorizes the
Public Works Director to negotiate and execute a cost share agreement with the City of
San Jose for resurfacing and related improvements of Bascom Avenue, 3) and authorizes
the Finance Director to execute the budget adjustments to transfer VIF Reserve funds to
the Bascom Avenue Resurfacing Cost Share with the City of San Jose and to the Citywide
Pavement Crack Sealing Project in the amounts of $200,000 and $100,000, respectively.
