BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CAMPBELL APPROVING A SIGN PERMIT (PLN2019-83) TO
REPLACE A 36 SQUARE -FOOT MONUMENT SIGN WITH A 40
SQUARE -FOOT MANUAL READERBOARD SIGN ON PROPERTY
LOCATED AT 400 W. CAMPBELL AVENUE.
After notification and public hearing, as specified by law, and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
The Planning Commission finds as follows with regard to file number PLN2019-83:
Environmental Finding
1. The project may be found exempt under Section 15311, Class 11 of the California
Environmental Quality Act (CEQA), pertaining to the construction or placement of
on -premise signs.
Evidentiary Findings
1. The project site is zoned P-F (Public Facilities) with an Institutional General Plan
land use designation.
2. The proposed manual readerboard sign is limited to identification of an on -site
public assembly use that is located on the project site (d.b.a. Campbell United
Church of Christ).
3. The proposed manual readerboard sign would be 6-feet tall, 8-feet wide, 11-inches
deep, double -sided, aluminum framed and internally illuminated.
4. Both sides of the sign would have a matching plastic panel at the top of the sign,
and four rows of interchangeable 6-inch tall text (black on white) below.
5. At the base of the sign white acrylic numbers would indicate the property address.
6. There are no other permitted monument and/or manual readerboard signs on the
property.
7. The total sign area of the face of the sign would be 40 square feet (which would be
mirrored on both sides).
8. A manual readerboard sign may be allowed for a public assembly use with more
than 50 fixed seats.
9. The public assembly use generates an audience of over. 50 attendees and has
interlocking rows of seating.

10. The aluminum frame, side, and base of the manual readerboard sign would be
painted a slate blue/dark teal color to match the trim of the existing buildings onsite.
11. No substantial evidence has been presented which shows that the project, as
currently presented and subject to the required Conditions of Approval, will have a
significant adverse impact on the environment.
Based upon the foregoing findings of fact, the Planning Commission further finds and
concludes that:
1. The proposed manual readerboard sign is consistent with the requirements of the
Sign Ordinance.
2. The generation of an audience of over 50 attendees and use of interlocking seats
satisfies the City's requirement of 50 fixed seats for public assembly use to qualify
for a manual readerboard sign.
3. The location and design of the proposed sign does not obscure existing or adjacent
signs from view.
4. The location and design of the proposed sign (e.g., size, shape, illumination, and
color) is compatible with the visual characteristics of the surrounding area.
5. There is a reasonable relationship and a rough proportionality between the
Conditions of Approval and the impacts of the project.
6. This project is Categorically Exempt under Section 15311, Class 11 of the California
Environmental Quality Act (CEQA), pertaining to the construction or placement of
on -premise signs.
THEREFORE, BE IT RESOLVED that the Planning Commission approves a Sign
Permit (PLN2019-83) to replace a 36 square -foot monument sign with a 40 square -foot
manual readerboard sign on property located at 400 W. Campbell Avenue, subject to
the attached Conditions of Approval (attached Exhibit A).

CONDITIONS OF APPROVAL
Sign Permit (PLN2019-83)
Where approval by the Director of Community Development, City Engineer, Public
Works Director, City Attorney or Fire Department is required, that review shall be for
compliance with all applicable conditions of approval, adopted policies and guidelines,
ordinances, laws and regulations and accepted engineering practices for the item under
review. Additionally, the applicant is hereby notified that he/she is required to comply
with all applicable Codes or Ordinances of the City of Campbell and the State of
California that pertain to this development and are not herein specified.
COMMUNITY DEVELOPMENT DEPARTMENT
Planning Division:
1. Approved Project: Approval is granted for a or a Sign Permit (PLN2019-83) to
replace a 36 square -foot monument sign with a 40 square -foot manual readerboard
sign on property located at 400 W. Campbell Avenue. The sign shall substantially
conform to the project plans stamped as received by the Community Development
Department on June 28, 2019, except as may be modified by the Conditions of
approval herein.
2. Expiration: The Sign Permit (PLN2019-83) shall be valid for one year from the date
of Planning Commission approval. Within this one year period, a building permit
mist be obtained or the Sign Permit (PLN2019-83) approval shall expire and be
deemed void without further notification by the City.
3. Minimum Attendance/Seating: The public assembly use on the property shall
maintain at least fifty (50) fixed seats in perpetuity — the use of interlocking rows of
seating shall be considered to satisfy this requirement. In the event that the public
assembly use discontinues and/or the interlocking seats are removed or reduced to
a number below fifty (50) the manual readerboard sign must be removed.
4. Existinq Signage: The existing monument sign shall be removed as part of the
building permit for the manual readerboard sign. Further, the unpermitted monument
sign (serving Old Orchard School) shall either be removed and/or a separate sign
permit application shall be submitted prior to issuance of a building permit for the
manual readerboard sign.
5. Relocation: The manual readerboard sign shall be relocated as necessary with
installation of future streetscape improvements. Any and all cost associated with the
relocation of the manual readerboard sign shall be paid by the property owner. The
relocation of the manual readerboard sign shall require review and approval of a
new Sign Permit.
6. Internal Illumination: The sign illumination shall be adjustable and not cause glare or
interfere with vehicular traffic along W. Campbell Avenue. The Community
Development Director shall have the authority to require a reduction in the intensity
of illumination if the Director determines that the illumination is excessive.

7. Sign Maintenance: The sign shall be maintained in good condition at all times and
shall be repaired or replaced as necessary.
Building Division
8. Permits Required: A building permit shall be required for the proposed sign. The
building permit shall include Electric and Mechanical fees when such work is part of
the permit. Prior to performing any work, the applicant shall make application to, and
receive from the Building Division, all applicable construction permits.
