BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING DISTRIBUTION OF A REQUEST FOR PROPOSAL TO REVIEW
AND AMEND SELECT POLICY DOCUMENTS AND MUNICIPAL CODE,
ORDINANCES TO BE MORE OBJECTIVE AND AUTHORIZE 'THE CITY
MANAGER TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH
SAID CONSULTANT
WHEREAS, in response to California's housing crisis, several state laws have been amended
or enacted with the intent to stimulate housing production by streamlining permit processes and
making it harder for communities to deny or reduce the density of housing projects that meet
objective General Plan and zoning requirements; and
WHEREAS, the SB2 (Building Homes and Jobs Act) established a Planning Grants Program
(PGP) to provide up to $160,000 in grant funding to cities like the City of Campbell that desire to
help increase the supply of affordable homes in California; and
WHEREAS, the City Council of the City of Campbell desires to submit a 2019 PGP grant
application to the Department of Housing and Community Development (HCD) in order to create
objective development standards and improve processes that will accelerate the production of
housing; and
WHEREAS, on April 2, 2019, the City, Council authorized consideration of hiring a third party
consultant to review and replace all subjective standards and policies with objective standards
for all housing development projects; and
WHEREAS, a draft RFP was prepared to solicit proposals to create objective design and
development standards that will help to streamline approval processes and provide more
certainty to applicants, decision makers, residents, and the general public; and
WHEREAS, the City Council has reviewed and accepted the draft RFP and found it to include
the appropriate tasks needed to create objective development standards and improve
processes that will accelerate the production of housing.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby
authorizes distribution of a Request for Proposal to review and amend select policy documents
and municipal code ordinances to be more objective and authorize the City Manager -to enter
into a professional services agreement with said consultant.
