RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH OPENGOV,
AND OTHER NECESSARY DOCUMENTS THAT MAY BE REQUIRED TO PURCHASE A
THREE-YEAR SUBSCRIPTION OF THE OPENGOV BUDGETING & PERFORMANCE,
COMMUNICATIONS & REPORTING, AND BUDGET DOCUMENT PROCESSING
PLATFORMS FOR A TOTAL THREE-YEAR COST OF $235,810 AND DISPENSE WITH
FORMAL BIDDING PROCEDURES CONTAINED WITHIN CAMPBELL MUNICIPAL CODE
(CMC) § 3.20.050
WHEREAS, currently prepares its annual Operating Budget and Five-Year Capital
Improvement Plan (CIP) using a combination of Microsoft Excel, Word, and Outlook, and
Adobe Acrobat Professional (PDF); and
WHEREAS, due to the use of number of different systems, that are not designed specifically
for the purpose of preparing an Operating Budget and CIP, the City's preparation process is a
very time-intensive one that focuses a disproportionate amount of time on data entry and
document preparation, leaving minimal time for priority setting, analysis, identification and
correction of potential fiscal issues, and community engagement; and
WHEREAS, staff recommends the acquisition of a unified system that allows for ease of
department request entry, submittal, and evaluation, preparation of expenditure and revenue
projections, development of salary and benefit costs, creation and presentation of proposed
and adopted budget books and associated reports for internal and external review, and easy
and timely access to financial data; and
WHEREAS, to meet this need, staff recommends the purchase OpenGov's Budgeting &
Performance, Communications & Reporting, and Budget Document Processing cloud-based
platforms on a three-year Software-as-a-Service (SaaS) subscription basis for a total three-
year cost of$235,810; and
WHEREAS, staff has received informal bids from OpenGov and Questica, two leaders in
municipal budgeting software, and recommends that City Council dispense with the formal
bidding procedures contained within Campbell Municipal Code (CMC) § 3.20.050; and
WHEREAS, staff will return to the City Council at mid-year Fiscal Year (FY) 2019-20 to request
additional appropriations from the Information Technologies Fund (647) to support this
request; and
WHEREAS, staff has determined that there are adequate funds in the Information
Technologies Fund (647) to support this request as well as technology projects currently
planned or in progress; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
determines that it is in the best interests of the public to authorize the City Manager execute a
an agreement with OpenGov, and other necessary documents that may be required to
purchase a three-year subscription of the OpenGov Budgeting & Performance,
Communications & Reporting, and Budget Document Processing Platforms for a three-year
total cost of $235,810 and dispenses of formal bidding procedures contained within Campbell
Municipal Code (CMC) § 3.20.050.
