CC Resolution 12524 RESOLUTION NO. 12524 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING THE EMERGENCY REPAIR AND UPGRADE OF THE ELECTRICAL SYSTEM FOR THE POLICE DEPARTMENT'S 9-1-1 COMMUNICATION SYSTEM AND ASSOCIATED INFORMATION TECHNOLOGY EQUIPMENT, THE DISPENSATION OF FORMAL BIDDING PROCEDURES CONTAINED WITHIN CAMPBELL MUNICIPAL CODE (CMC) § 3.20.050, AND THE APPROPRIATION OF FUNDS FROM THE GENERAL FUND (101) TO THE PUBLIC WORKS BUILDING MAINTENANCE OPERATING BUDGET (101.780.7428) IN THE AMOUNT OF $260,000 FOR THIS PURPOSE WHEREAS, the City Hall building was constructed in the early 1970's and the electrical systems have limited capacity and are prone to failures; and WHEREAS, the City experienced three major power surges in the last six months, resulting in the City's 9-1-1 system being temporarily disabled with calls being routed to the County Communication Center; and WHEREAS, the City's main transfer switch at City Hall was found to be substandard; and WHEREAS, the City's Uninterrupted Power Supply (UPS) components were assessed to be inadequate; and WHEREAS, deficiencies were found within the electrical panel serving the Police Department; and WHEREAS, staff determined that the necessary repairs were critical to the continued operation of the Police Department's 9-1-1 Dispatch System; and WHEREAS, the Campbell Municipal Code (CMC) § 3.20.050 requires a formal bid process for the procurement of supplies and equipment in excess of $50,000; however, ' there is an exception when an emergency situation is created that poses a threat to public safety that necessitates the suspension of the bidding as proscribed in CMC § 3.20.030 (3). NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby authorizes the emergency repair and upgrade of the electrical system for the Police Department's 9-1-1 Communication System and associated Information Technology equipment, the dispensation of formal bidding procedures contained within Campbell Municipal Code (CMC) § 3.20.050, and the appropriation of funds from the General Fund (101) to the Public Works Building Maintenance Operating Budget (101.780.7428) in the amount of$260,000 for this purpose.
