RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
APPROVING AMENDMENTS TO 2019-20 SCHEDULE OF FEES AND CHARGES ADDING
A TRANSACTION PROCESSING FEE FOR CREDIT CARD, DEBIT CARD, AND ECHECK
(ACH) TRANSACTIONS
WHEREAS, the City of Campbell Financial Policies require an annual evaluation of the
Schedule of Fees and Charges to ensure that recovery of the cost of providing/services is
recovered where appropriate; and
WHEREAS, the currently absorbs the processing costs for the payment of City fees and
charges by credit card, debit card, and eCheck (ACH); and
WHEREAS, these processing costs reduce net City revenues and limit the City's ability to
provide services citywide; and
WHEREAS, City staff has proposed a Transaction Processing Fee of 4.00% per customer
transaction for all payments made by credit card and debit card and 1.00% per customer
transaction plus $0.30 for all payments made by eCheck (ACH); and
WHEREAS, City staff has proposed that the payment of Recreation and Heritage Theatre fees
and charges by credit card, debit card, and eCheck (ACH) be exempt from a Transaction
Processing Fee; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
approves amendments to the 2019-20 Schedule of Fees and Charges adding a Transaction
Processing Fee for credit card, debit card, and eCheck (ACH) transactions.
