CC Resolution 12545RESOLUTION NO. 12545 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL Vd APPROVING THE REVISIONS TO THE NAMING PUBLIC AND PRIVATE STREET POLICY WHEREAS,' the City of Campbell has an existing policy on Naming Public and Private Streets; and WHEREAS, on March 5, 2019, City Council requested the Civic Improvement Commission develop criteria for future naming of streets for individuals of historical significance; and WHEREAS, the Civic Improvement Commission approved policy changes at its regular meeting on November 14, 2019; and WHEREAS, the Civic Improvement Commission now recommends that the City Council approve the revised Naming Public and Private Streets Policy; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby approve the revised Council Policy on Naming Public and Private Streets Policy. Proposed names for new public streets and proposals for renaming existing public streets shall be submitted to the Civic Improvement Commission for review and recommendation, then forwarded to the City Council for approval. B. No public street shall be named or renamed without having been approved as described in (A). C. The City Council may, from time to time, request the Civic Improvement Commission to prepare a standing list of potential street names. D. The following criteria shall be used in evaluating the merit of naming requests for deceased individual(s) of historical significance: 1. The person or persons being honored died in the line of duty serving the City of Campbell or the United States of America. 2. The person or persons being honored made extraordinary, lasting, and significant contributions to the Campbell community. 3. The person or persons being honored died while performing a heroic act (e.g. saving the life of another person). Satisfying one or more of the eligibility criteria listed above does not assure City Council approval of a street name request. E. Other considerations as outlined in the City of Campbell Addressing Guidelines maintained by the Community Development Department. F. It is the intent of the City Council that this activity not add cost or delay to the development process. To that end: 1. There shall be no fee for submission of street naming proposal. 2. The Community Development Director shall cause all land development permit applicants to be informed of the above requirement on a timely basis. G. The Community Development Director, or his designate, shall review and process all requests for private street names. The initiation of such requests shall be by a majority of the property owners on the private street or driveway and shall be reviewed by the appropriate communications or safety personnel.
