CC Resolution 12598RESOLUTION NO. 12598 BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL DENYING AN AUTHORIZATION TO PROCEED WITH AN APPLICATION TO AMEND THE GENERAL PLAN TO CREATE A NEW LAND USE DESIGNATION ("MAJOR CORRIDOR MIXED -USE") AND CHANGE THE LAND USE DESIGNATION FROM GENERAL COMMERCIAL AND HIGH DENSITY RESIDENTIAL TO MAJOR CORRIDOR MIXED -USE ON PROPERTY LOCATED AT 2029, 2045- 2063 S. BASCOM AVENUE, 980 E. CAMPBELL AVENUE, AND 951 MICHAEL DRIVE. FILE NO.: PRE2019-005 After notification and public hearing, as specified by law and after presentation by the Community Development Director, proponents and opponents, the hearing was closed. The City Council finds as follows with regard to file number PRE2019-005: 1. The purpose of the City's General Plan is to guide decisions regarding physical growth and development, provision of public services and facilities, and conservation and enhancement of natural resources; and 2. The General Plan establishes a foundation upon which the City Council and Commissions can base policy decisions and a basis for judging whether specific development proposals and public projects are in harmony with community desires; and 3. The General Plan is intended to be a living document and, as such, will be subject to site specific and comprehensive amendments over time; and 4. An amendment to the General Plan may be initiated only by the City Council pursuant to Campbell Municipal Code Section 21.60.020(A); and 5. The City Council has determined that there is not a public necessity, convenience, or general welfare benefit that would require such amendment. NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Campbell does hereby deny an Authorization to Proceed with an Application to Amend the General Plan and directs the applicant to propose a project consistent with the General Plan.
