CC Resolution 12608 RESOLUTION NO. 12608 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL ADOPTING THE FY 2021 SCHEDULE OF FEES AND CHARGES TO BE EFFECTIVE JULY 8, 2020 WHEREAS, the City of Campbell Financial Policies require an annual evaluation of the Schedule of Fees and Charges to ensure that recovery of the cost of providing services is recovered where appropriate; and WHEREAS, there has been presented to the City Council of the City of Campbell an updated Schedule of Fees and Charges for Fiscal Year (FY) 2021; and WHEREAS, all of the required legal notices have been published pursuant to Government Code; and WHEREAS, the City Council of the City of Campbell hereby adopts the attached updated Schedule of Fees and Charges to be paid to the City of Campbell by all persons desiring to obtain those items or services contained in the attached Fee Schedule effective July 8, 2020; and WHEREAS, per City Council guidance provided during recent FY 2021 Budget Study Sessions and Special Meetings and so as to offer relief to the Campbell community struggling with the economic impacts of COVID-19, the updated Schedule of Fees and Charges does not include any increases to rates to start FY 2021, with a few exceptions; and WHEREAS, staff has recommended modifying Police Fees to add a mid- step Driving Under the Influence - Cost Recovery (Hourly Rate) for Community Service Officer (CSO), Police Officer, Police Agent, and Police Sergeant and to remove the top- step composite rate; and WHEREAS, staff has recommended modifying the structure of Community Center Building Fees and Park Facility Fees to remove Free Event and Entrance/Admission Fee distinctions and consolidate into Base Hourly Rate and Non- Profit Hourly categories so as to streamline Recreation & Community Services fees, remove confusion, and allow for a smoother migration to a new Parks & Recreation (P&R) Management system; and WHEREAS, staff has recommended modifying Heritage Theatre Use Fees to add 2-day, 3-day, 7-day, and +7-day Maximum Lighting Equipment (Non Peak), Maximum Lighting Equipment (Peak), and Video Projector & Screen rates so as to account for decreased City costs after the first day of an event; and WHEREAS, staff has recommended modifying Heritage Theatre Use Fees to add a 4% credit card transaction fee so as to ensure full cost recovery of credit card transactions fees charged to the City; NOW, THEREFORE, BE IT RESOLVED that the attached schedule of fees and charges be adopted and that this Resolution and the fee schedule be made an addendum to the City Council Policy Manual.
