A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING AN AGREEMENT WITH ENTERPRISE FLEET MANAGEMENT FOR A
VEHICLE LEASING PROGRAM THROUGH A COOPERATIVE PROCUREMENT CONTRACT
AND DISPENSING WITH BIDDING REQUIREMENTS
WHEREAS, the City's vehicle replacement criteria call for the replacement of light duty
vehicles when the vehicle is 10 years old or exceeds 100,000 miles; and
WHEREAS, over 78% of he City's light duty vehicels are over 10 years old, and amongst
• that percentage, nearly half are close to 20 years older; and
WHEREAS, the purchasing procedures outlined in the City's Municipal Code Section
3.20.050 state purchases of supplies, services and equipment shall be by the bidding procedures
in that chapter; and
WHEREAS, the bidding procedures of Section 3.20.050 may be dispensed when the City
Council, by a majority vote, determines that it is in the best interest of the public to dispense with
the requirements of Section 3.20.050, in which case the City Council shall prescribe the
appropriate method of purchase; and
WHEREAS, on April 26, 2018, the National Joint Powers Alliance ("NJPA"), a national
cooperative purchasing program that offers competitively solicited purchasing contracts for
products and equipment solicited Request for Proposal (RFP) No. 060618 entitled "Fleet
Management Services"; and
WHEREAS, on June 6, 2018, NJPA changed its organization's name to Sourcewell, and all
new and prior agreements the City has entered into with NJPA will continue in effect without
impact; and
WHEREAS, on July 24, 2018, Sourcewell awarded Contract No. 060618-EFM to Enterprise
Fleet Management, current through July 24, 2022, pursuant to RFP No. 060618; and
WHEREAS, the Public Works Department has developed a fleet replacement program,
which will utilize leased vehicles pursuant to a cooperative purchase and equity lease program with
Enterprise Fleet Management, resulting in maximization of resale value and reduction in
maintenance costs of the vehicles; and
WHEREAS, the initial cost of the program through a first year lease with Enterprise Fleet
Management is $57,930 and a total amount not to exceed $289,650 over a five-year period.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CAMPBELL authorizes the City Manager to execute a Master Equity Lease Agreement with
Enterprise Fleet Management through a cooperative procurement contract, in the amount of
$57,930 for Fiscal Year 2020-21 and a total not to exceed $289,650, through a cooperative
procurement with Sourcewell, formerly NJPA, and to dispense with bidding requirements.
