A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CAMPBELL
APPROVING AN UPDATED SALARY SCHEDULE FOR THE CAMPBELL POLICE CIVILIAN
EMPLOYEES ASSOCIATION (CPCEA) EFFECTIVE AUGUST 24, 2020 AND FOR THE
CAMPBELL PEACE OFFICERS' ASSOCIATON (CPOA) EFFECTIVE JANUARY 11, 2021
WHEREAS, California Public Employees' Retirement System (CaIPERS) issued Circular Letter
200-050-16' dated November 4, 2016 as a reminder to employers of the requirements for
compensation earnable and publicly available salary schedules; and
WHEREAS, all employers must comply with the compensation earnable and publicly available
salary schedules provisions contained within California Government Code (GC) section
20636(d) and California Code of Regulations (CCR) 570.5; and
WHEREAS, it is necessary for the City Council to review and duly approve and adopt in
accordance with requirements of applicable public meetings laws a publicly available salary
schedule; and
WHEREAS, Resolution 12451 (approved June 18, 2019) provided for special adjustment
adjustments to the salary ranges of positions within the Campbell Police Civilian Employees
Association (CPCEA) effective August 24, 2020 and based on the completion of a Total
Compensation analysis for all CPCEA benchmark classifications; and
WHEREAS, a Total Compensation analysis was recently completed by the Human Resources
Division and results in the following special adjustment increases:
• Police Records Specialist 3.99%
• Police Records Supervisor 3.99%
• Public Safety Dispatcher 3.43%
• Communications Supervisor 3.43%
• Community Services Officer 2.38%
• Property/Evidence Specialist 7.38%; and
WHEREAS, Resolution 12546 (approved December 17, 2019) provided for special adjustment
adjustments to the salary ranges of positions within the Campbell Peace Officers' Association
(CPOA) effective January 11, 2021 and based on the completion of a Total Compensation
analysis for all CPCEA benchmark classifications; and
WHEREAS, a Total Compensation analysis was recently completed by the Human Resources
Division and results in the following special adjustment increases:
• Police Officer 0.90%
• Police Agent 0.00%
• Public Sergeant 0.00%; and
WHEREAS, attached to this resolution and incorporated by reference is the City's updated
salary schedule, with changes for CPCEA effective August 24, 2020 and changes for CPOA
effective January 11, 2021, which will be made publicly available on the City's external website
and provided upon request; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does
hereby approve the updated Salary Schedule with changes for CPCEA effective August 24,
2020 and changes for CPOA effective January 11, 2021.
