CC Resolution 12773RESOLUTION NO. 12773 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING THE PUBLIC WORKS DIRECTOR TO RESUBMIT ONE BAY AREA GRANT (OBAG) PROGRAM GRANT APPLICATION FOR THE CAMPBELL PRIORITY DEVELOPMENT AREA (PDA) ENHANCEMENTS PROJECT WHEREAS, on June 21, 2016, the City Council adopted Resolution No. 12006 authorizing the Public Works Director to submit a grant application for the Campbell Priority Development Area (PDA) Enhancements Project for the 2016 One Bay Area Grant (OBAG) program; and WHEREAS, this project was not awarded an OBAG Cycle 2 grant; and WHEREAS, on January 16, 2018, the City Council adopted Resolution No. 12274 accepting the final report for the Transportation Improvement Plan for Campbell PDA Project (TIPC Study); and WHEREAS, this study identified infrastructure needs, recommended roadway cross - sections, and developed project concepts and cost estimates for projects in and around the Historic Downtown based on input from staff, the consultant, Community Design + Architecture and various stakeholder groups, e.g., Downtown Campbell Neighborhood Association, Downtown Campbell Business Association (DCBA), Campbell Chamber of Commerce, Campbell City Library, and the Campbell Bicycle and Pedestrian Advisory Committee (BPAC); and WHEREAS, Fiscal Year 2019-2023 Capital Improvement Plan included the Downtown Pedestrian Improvement, Project 19-FF to install: 1) flashing beacon systems on 2nd Street and Civic Center Drive and 2nd Street and Orchard City Drive, and 2) a green bike lane and bike box and other associated pavement markings at and east of the East Campbell Avenue/Railway Avenue intersection; and WHEREAS, in 2021, the green bike lane and bike box at Campbell Avenue/Railway Avenue and the associated pavement markings east of this intersection were installed staff has completed the design and procurement of rectangular rapid flashing beacon systems at Civic Center Drive/Second Street and Orchard City Drive/Second Street; and WHEREAS, in recent weeks VTA staff have contacted City staff regarding the availability of OBAG Cycle 2 funds; and WHEREAS, staff is proposing to modify the PDA Enhancements Project scope to retain similar scale as the original grant application, however, adding the Civic Center Drive/Harrison Avenue intersection improvements in place of various components from the original grant application; and WHEREAS, VTA staff are agreeable to the project scope change and have indicated that Campbell's PDA Enhancements Project would be awarded the design phase funding without competition since Campbell's project had the highest score of all unfunded OBAG Cycle 2 projects; and WHEREAS, the cost to design the revised project would be approximately $650,000; and WHEREAS, the City would be eligible for a maximum $550,000 in federal CMAQ funds; and WHEREAS, the City's required local contribution would be a 12% local match of $75,000 for the original $625,000 grant project and an additional $25,000 from the Vehicle Impact Fees (Fund 202) to cover the higher cost of the revised project, or a total of $100,000; and NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Campbell that the Public Works Director is hereby authorized to resubmit a One Bay Area Grant (OBAG) Program City Complete Streets Projects Grant Application for the revised Campbell Priority Development Area (PDA) Enhancements Project to be eligible for $550,000 OBAG CMAQ funds; and BE IT FURTHER RESOLVED that the City of Campbell will provide $100,000 in local contributing funds from Vehicle Impact Fees should One Bay Area Grant funds be awarded to the City of Campbell.
