BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING DISTRIBUTION OF A REQUEST FOR PROPOSALS TO
PREPARE AN UPDATED HOUSING ELEMENT 2023-2031 THAT WILL ENTAIL
AMENDMENT TO SELECT POLICY DOCUMENTS IN ORDER TO COMPLY WITH
STATE LAW AND DIRECTING STAFF TO RETURN TO THE CITY COUNCIL TO
FORMALLY AWARD A CONTRACT
WHEREAS, the Housing Element is one of the seven state mandated elements of the General
Plan; and
WHEREAS, the City is required to update the Housing Element every eight (8) years to identify
and evaluate existing and projected housing needs of the City; and
WHEREAS, the City is required to have a certified Housing Element by January 15, 2023; and
WHEREAS, under the LEAP planning grant the City has been awarded $150,000 to prepare the
2023-2031 Housing Element update of which 35% ($37,500) has been budgeted to support
personnel costs in the Planning Division for its oversight of the contract; and
WHEREAS, under the REAP planning grant is anticipated to receive $40,839 to prepare the
2023-2031 Housing Element update; and
WHEREAS, under the LEAP and REAP planning grant applications a total of $153,339 is
available for the preparation of the 2023-2031 Housing Element update; and
WHEREAS, a draft RFP outlines a preliminary scope of work and schedule as an initial outline
to help the consultant(s) gauge the minimum level of work requested and to submit a realistic
project proposal; and
WHEREAS, the City Council has reviewed and accepted the draft RFP and found it to include
the appropriate tasks and number and type of meetings to facilitate the preparation of a Housing
Element update to ensure compliance with state law.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby
authorizes distribution of a Request for Proposals for the preparation of a Housing Element
update and directing staff to return to the City Council to formally award a contract.
