A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
TO UPDATE THE PICNIC RESERVATION POLICY AND INITIATE A BUDGET
ADJUSTMENT TO APPROPRIATE $16,500 FOR PICNIC PROGRAM COSTS AND
TO RECOGNIZE ADDITIONAL PROGRAM REVENUE IN THE AMOUNT OF $15,000
IN FISCAL YEAR 2022
WHEREAS, the City of Campbell provides and maintains a variety of park and public
areas for the general enjoyment of the community; and
WHEREAS, Campbell provides large group picnic areas at John D. Morgan Park and
Edith Morley Park as well as non -reservable picnic areas at other City parks; and
WHEREAS, the increased popularity of the first -come first -serve picnic areas have
created a need for a more formal rental structure of this area and better control capacity
of park patrons at John D. Morgan Park; and
WHEREAS, large group picnic reservations can be made through a permit process
operated by the Recreation and Community Services Department; and
WHEREAS, the conversion of the first -come first -serve picnic areas are estimated to
generate an additional $15,000 in revenue by the end of FY22 and to annually generate
enough revenue to cover associated costs; and
WHEREAS, new signage and temporary staffing are required to effectively implement
conversion of picnic sites and require an appropriation of $16,500 in FY22; and
WHEREAS, the Picnic Reservation Policy was last updated in July 2019, and
WHEREAS, proposed changes to the Picnic Reservation Policy were reviewed by the
Parks and Recreation Commission on February 2, 2022, and
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby adopts the updated
Picnic Reservation Policy for the Recreation and Community Services Department,
effective February 16, 2022 and the initiation of a budget adjustment to appropriate
$16,500 in program costs and recognize an additional $15,000 in program revenue.
