CC Resolution 12759RESOLUTION NO. 12759 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING STAFF TO PROCEED WITH THE CONSTRUCTION OF THE PROPOSED POLICE OPERATIONS BUILDING USING THE STANDARD DESIGN - BID -BUILD PROJECT DELIVERY METHOD WHEREAS, Measure O authorized the issuance of a $50,000,000 general obligation bond, which was passed by Campbell voters during the November 2018 general election to finance the Civic Center Improvements for the new Police Operations Building and the Campbell Library improvements; and WHEREAS, services of a qualified design consultant have been deemed necessary to conduct a feasibility study for the new Police Operations Building, confirm programming and space needs, develop concept designs for approval by the City Council, and prepare Schematic Design and Design Development documents; and WHEREAS, on February 4, 2020, the City Council authorized staff to issue a Request for Proposals to solicit design services proposals from qualified consultants for the Measure O — New Police Operations Building project; and WHEREAS, City Council approved the award of the Measure O — New Police Operations Building Design Services contract to LPA, Inc. and authorized the City Manager to execute a consultant services agreement in a contract amount not to exceed $980,835; and, WHEREAS, LPA has provided staff with information regarding two different project delivery methods — Design -Bid -Build and Design -Build and associated cost information for LPA to complete the design process for each method as appropriate; and, WHEREAS, the Design -Bid -Build project delivery method is the more traditional approach used by local government agencies; and, WHEREAS, the Design -Bid -Build project delivery method allows the City to retain full control of design and budget throughout the design and construction process; and, WHEREAS, the Design -Bid -Build project delivery method is currently identified in the City's Municipal Code, Chapter 3.20 — Purchasing Procedures as the defined process for implementing capital projects. NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Campbell authorizes the City Manager to move forward with the Police Operations Building project using the Design -Bid -Build project delivery method and amend the design services agreement with LPA as appropriate.
