RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING THE CITY
MANAGER TO EXECUTE A CONTRACT WITH FLOCK GROUP, INC. FOR THE INSTALLATION,
MAINTENANCE, AND CLOUD SYSTEM ACCESS OF FIXED AUTOMATED LICENSE PLACE
READER (ALPR) CAMERAS, AUTHORIZING THE CITY MANAGER TO EXECUTE FUTURE
AMENDMENTS, AND DISPENSING WITH BIDDING REQUIREMENTS AS SPECIFIED IN
CAMPBELL MUNICIPAL CODE (CMC) SECTION 3.20.030(7)
WHEREAS, the fixed Automated License Plate Reader (ALPR) solution provided by Flock
Group, Inc. is consistent with the City's goal of adopting technologies that enhance public safety,
improve officer efficiency and solve crimes; and
WHEREAS, the Campbell Police Department has deployed mobile ALPR cameras for the last
ten years; and
WHEREAS, entering into a two-year contract with Flock Group, Inc., for the lease of fixed ALPR
cameras, represents a cost-effective fixed ALPR solution with minimal impact on staff resources and
no maintenance costs; and
WHEREAS, Flock ALPR cameras have shown to reduce crime and have an immediate impact
on public safety; and
WHEREAS, Flock Group, Inc. charges an annual flat rate of $2500 per camera, providing the
City with a predictable deployment cost from year to year; and
WHEREAS, the first year of the contract has a total cost of $55,650 (including a one-time
implementation fee), and the second year has a total cost of $50,000; and
WHEREAS, the purchasing procedures outlined in Campbell Municipal Code (CMC) Section
3.20.030(7) state that bidding requirements may be dispensed with when "the supplies, services or
equipment can only be obtained from one vendor, in which case the City may negotiate directly with
that vendor'; and
WHEREAS, Flock Group, Inc. is the only vendor capable of providing the equipment and
services required by the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Campbell that the City
Manager is hereby authorized to execute a two-year contract with Flock Group, Inc. for the installation,
maintenance, and cloud system access of fixed ALPR cameras, authorize the City Manager to execute
future amendments to the contract, and dispense with bidding requirements as specified in Campbell
Municipal Code (CMC) Section 3.20.030(7).
