A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH HINDERLITER, DE
LLAMAS AND ASSOOCIATES (HDL) FOR BUSINESS LICENSE SOFTWARE IN AN AMOUNT
NOT TO EXCEED $85,900
WHEREAS, as part of the Fiscal Year (FY) 2022 Adopted Budget, Finance staff has been tasked with
a Work Plan item titled "Evaluate Business License systems and operations, develop improvements
to better serve the business community, and collaborate with the Economic Development Division to
improve data usefulness and report capabilities so as to enhance timely understanding of the City's
business climate [Council Priority — Financial Recovery and Operational Need]'; and
WHEREAS staff has identified several deficiencies in its current business license systems and
processes that have been exacerbated by the COVID-19 pandemic; and
WHEREAS, to address these deficiencies, over a one-year period, staff evaluated three business
license software systems provided by Accela, MyGovernmentOn line (MGO), and HdL Companies;
and
WHEREAS, HdL was determined to be the more robust system and better able to meet all the City's
current and future business licensing needs; and
WHEREAS, in its extensive experience supervising business licensing operations, staff has not found
a close competitor to the HdL business license software in terms of quality, utility, and, robustness;
and
WHEREAS, staff recommends entering into a contract for the HdL Prime Business License Software
cloud -based system; and
WHEREAS, anticipated implementation costs of $49,000 and first year license costs of $11,900 are
currently budgeted in FY 2022; and
WHEREAS, anticipated customization costs of $25,000 to intergrate to the City's GIS systems are not
currently budgeted and will be programmed into the FY 2023 Proposed Budget; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell authorizes the
City Manager to execute an agreement with Hinderliter, De Llamas and Associates (HdL) for
Business License Software not to exceed $85,900.
