CC Resolution 12815 - Authorize RFQ for On-Call Labor Complance ServicesRESOLUTION NO. 12815 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING THE ISSUANCE OF A REQUEST FOR QUALIFICATIONS (RFQ) FOR ON -CALL LABOR COMPLIANCE SERVICES AND AUTHORIZE THE CITY MANAGER TO EXECUTE A CONTRACT WITH THE SELECTED LABOR COMPLIANCE SERVICES PROVIDER FOR A FIVE-YEAR TERM IN AN AMOUNT NOT TO EXCEED $300,000 WHEREAS, California Labor Code requires prevailing wages be paid to all workers employed on a public works project over $1,000; and WHEREAS, contractors bidding on public works projects of more than $25,000 for construction, alteration, demolition, installation, or repair work or more than $15,000 for maintenance work are subject to the requirements of the California Labor Code Section 1725.5 to register with the California Department of Industrial Relations (DIR); and WHEREAS, most of the projects whereby the City engages contractors will be subject to comply with DIR requirements; and WHEREAS, the City does not have the dedicated resources to perform the mandated labor compliance activities in-house and therefore, must rely on qualified labor compliance service consultants; and WHEREAS, to gain efficiencies, executing an "on -call' agreement with one consultant for services on an as -needed basis will result in time and cost savings compared to hiring a consultant with each project; and WHEREAS, in accordance with Caltrans Guidelines for consultant procurement and selection, the City entered into a consultant services agreement with GCAP Services (GCAP) from Costa Mesa, California in April 2019; and WHEREAS, GCAP informed the City of its inability to continue to provide resources in the Bay Area for DIR required construction job site interviews and inspection; and WHEREAS, services under this contract will be performed under individual purchase orders based on individual project needs. Each purchase order will be paid for using funds in the individual project budget. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby authorizes the issuance of a Request for Qualifications (RFQ) for On -Call Labor Compliance Services and authorize the City Manager to execute a contract with the selected labor compliance services provider for a five-year term in an amount not to exceed $300,000.
