RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING
ISSUANCE OF A REQUEST FOR PROPOSALS (RFP) FOR (A) CONSULTANT
SERVICES TO SUPPORT COMPLETION OF OBJECTIVE STANDARDS AND A
ZONING ORDINANCE UPDATE TO SUPPORT IMPLEMENTATION OF THE
GENERAL PLAN AND HOUSING ELEMENT UPDATE; (B) ISSUANCE OF A
REQUEST FOR QUALIFICATIONS (RFQ) FOR CONTRACT SERVICES TO PROVIDE
PLANNING REVIEW AND PROCESSING OF LAND USE APPLICATIONS AND
PERMITS; AND (C) AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONTRACT WITH THE SELECTED SERVICE PROVIDERS FOR A ONE YEAR TERM
IN AN AMOUNT NOT TO EXCEED $515,000 FOR BOTH CONTRACTS
WHEREAS, in response to California's housing crisis, several state laws have been
amended or enacted with the intent to stimulate housing production by streamlining
permit processes and making it harder for communities to deny or reduce the density of
housing projects that meet objective General Plan and zoning requirements; and
WHEREAS, the SB2 (Building Homes and Jobs Act) established a Planning Grants
Program (PGP) to provide up to $160,000 in grant funding to cities like the City of
Campbell that desire to help increase the supply of affordable homes in California; and
WHEREAS, approximately $65,000 of the SB2 Grant Funds remain and the Council
separately authorized up to $600,000 in funding to be encumbered in FY2022 and to be
spend through FY 2023 to hire a housing consultant; and
WHEREAS, the City Council has reviewed and accepted the draft RFP and found it to
include the appropriate tasks needed to assist the Community Development
Department to create objective development standards and improve processes that will
accelerate the production of housing; and
WHEREAS, the City Council has reviewed and accepted the draft RFQ and found it
appropriate for the selection of a contract planner to support department operations for
a one-year term; and
WHEREAS, the City Council authorizes a combined total of $515,000 for both
contracts; and
WHEREAS, the City Council hereby delegates its authority to the City Manager to
award the contract; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
hereby authorizes issuance of a Request for Proposals (RFP) for (a) consultant services
to support completion of objective standards and a zoning ordinance update to support
implementation of the General Plan and Housing Element update; (b) issuance of a
Request for Qualifications (RFQ) for contract services to provide planning review and
processing of land use applications and permits; and (c) authorizing the City Manager to
execute contracts with the selected service providers for a one year term in an amount
not to exceed a combined total of $515,000 for both contracts.
