RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING THE
CITY MANAGER TO EXECUTE AN ENTERPRISE ACCESS AGREEMENT WITH
ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTE, INC. (ESRI) FOR THE USE OF
GEOGRAPHIC INFORMATION SYSTEMS (GIS) PRODUCTS, IN AN AMOUNT NOT TO
EXCEED $88,500; AND AUTHORIZE THE CITY MANAGER TO EXECUTE ANY FUTURE
AMENDMENTS TO THE CONTRACT AND TO DISPENSE WITH BIDDING REQUIREMENTS
AS SPECIFIED IN CAMPBELL MUNICIPAL CODE SECTION 3.20.030(7)
WHEREAS Environmental System Research Institute (ESRI) technology is the industry
standard for mapping and GIS-related solutions; and
WHEREAS, ESRI software is already used by the Community Development Department,
Campbell Police Department, City Manager's Office and by Campbell residents; and
WHEREAS, the City is required to maintain GIS licenses to access mapping features on
public safety, planning, building, and code enforcement systems; and
WHEREAS, entering into a three-year contract with ESRI, Inc., for the use of ESRI
products and services is the most cost-effective option to reach license compliance for the City;
and
WHEREAS, the first year of the contract has a total cost of $20,500, the second year a
total cost of $29,500, and the third year at total cost of $38,500; and
WHEREAS, the purchasing procedures outlined in Campbell Municipal Code Section
3.20.030(7) state that bidding requirements may be dispensed with when "the supplies, services
or equipment can only be obtained from one vendor, in which case the City may negotiate directly
with that vendor"; and
WHEREAS, Environmental Systems Research Institute, Inc. is the only vendor of software
and services required by the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Campbell does
hereby authorize the City Manager to execute an Enterprise Access Agreement with
Environmental Systems Research Institute, Inc. (ESRI), for the licensing and use of ESRI's
Geographic Information Systems (GIS) products in an amount not to exceed $88,500; and,
authorize the City Manager to execute any future amendments to the contract and to dispense
with bidding requirements as specified in Campbell Municipal Code Section 3.20.030(7).
