CC Resolution 12849 - Issue RFP for Bottle Refill Stations in CampbellRESOLUTION NO. 12849 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING THE ISSUANCE OF A REQUEST FOR PROPOSALS (RFP) FOR WATER BOTTLE REFILL STATION PROCUREMENT AND INSTALLATIONS AT VARIOUS LOCATIONS IN THE CITY OF CAMPBELL WHEREAS, Public Resources Code sections 48000 et seq. authorize the Department of Resources Recycling and Recovery (CalRecycle) to administer various grant programs (grants) in furtherance of the State of California's efforts to reduce, recycle and reuse solid waste generated in the state thereby preserving landfill capacity and protecting public health and safety and the environment; and WHEREAS, on November 17, 2020 the City Council authorized the submittal of an application to CalRecycle for the Beverage Container Recycling Grant; and WHEREAS, on July 22, 2021 the City of Campbell was awarded CalRecycle's Fiscal Year 2021-22 Beverage Container Recycling Grant; and WHEREAS, awarding the water bottle refill station procurement and installation contract to the lowest bidder will not produce a service provider that can meet the procurement and installation needs for the various installation locations; and WHEREAS, the Request for Proposal seeks special services, consultation and advice in engineering and other matters from persons specially trained, experienced and competent to perform the special services required; and WHEREAS, procurement and installation of the water bottle refill stations are evaluated and awarded using a Request for Proposal process that evaluates the quality of service, as well as pricing, and awards the contract to the contractor proving the best value to the City. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Campbell that the Public Works Director is hereby authorized to issue an Request for Proposal for the purchase and installation of water bottle refill stations for grant approved locations. BE IT FURTHER RESOLVED that the City Council authorizes the City Manager to award the contract and enter into a consultant services agreement with the most qualified respondent for an amount not to exceed $120,000.
