A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE PUBLIC WORKS DIRECTOR TO SUBMIT
ONE BAY AREA GRANT (OBAG) PROGRAM APPLICATIONS
WHEREAS, the Santa Clara Valley Transportation Authority (VTA) has issued a
call for projects for the One Bay Area Grant Cycle 3 (OBAG 3) program; and
WHEREAS, the One Bay Area Grant (OBAG) program funded by the Surface
Transportation Block Grant Program (STBGP), and Congestion Mitigation and Air Quality
Improvement (CMAQ); and
WHEREAS, the OBAG program requires a minimum 11.47 percent local match;
and
WHEREAS, staff recommends the Fiscal Year (FY) 2022/23 Annual Street
Maintenance Project to Resurface Hamilton Avenue (CIP No. 23-BB, Hamilton Avenue
Street Resurfacing Project) to be submitted as a Fix -It -First Project to compete for STBGP
funds for the construction phase of this project; and
WHEREAS, staff recommends the Campbell Priority Development Area (PDA)
Enhancements Project (CIP No. 22-NN) to be submitted as a Complete Streets Project
to compete for CMAQ funds for the construction phase of this project; and
WHEREAS, staff recommends the Hamilton Avenue Precise Plan Project to be
submitted as a Growth Framework Implementation Program Project to compete for
STBGP funds; and
WHEREAS, no action is necessary at this time to provide a local match for the
Hamilton Avenue Street Resurfacing Project since the local funds already appropriated
to this project will serve as the 20% local match; and
WHEREAS, on May 17, 2022, the City Council confirmed consensus for the use
of up to $580,000 in American Rescue Plan Act (ARPA) funds to serve as a 20% local
match for the construction phase of the PDA Enhancements Project; and
WHEREAS, should the City Council. approve the FY 2023-2027 CIP with this use
of ARPA funds, no further action would be required to provide the 20% local match; and
WHEREAS, staff recommends a minimum 20% local match in ARPA funds for
both the PDA Enhancements Project and the Hamilton Avenue Precise Plan Project since
the OBAG 3 grant application process will be highly competitive.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Campbell that
the Public Works Director is hereby authorized to submit an OBAG 3 grant application for
the Hamilton Avenue Street Resurfacing Project to compete for OBAG 3 STBGP funds;
and
BE IT FURTHER RESOLVED that the Public Works Director is hereby authorized to
submit an OBAG 3 grant application for the Campbell PDA Enhancements Project to
compete for OBAG 3 CMAQ funds; and
BE IT FURTHER RESOLVED that the Public Works Director is hereby authorized to
submit an OBAG 3 grant application for the Hamilton Avenue Precise Plan project to
compete for STBGP funds; and
BE IT FURTHER RESOLVED that the City of Campbell will provide $580,000 in ARPA
funds to serve as a 20 percent local match for the construction phase of the PDA
Enhancements Project should OBAG 3 funds be awarded to the City of Campbell; and
BE IT FURTHER RESOLVED that the City of Campbell will provide $100,000 in ARPA
funds to serve as a 20 percent local match for the Hamilton Avenue Precise Plan Project
should OBAG 3 funds be awarded to the City of Campbell.
