their request for extension we are requiring them to grant an
easement along the easterly property line for public utilities.
The easement will De necessary to provide underground serVlce to
units currently being served overhead that are located south of
Karti's proJect. We anticipate that the pole provideing the existlng
overnead service will be removed in the underground district.
Karti is concerned about what condition the property will be in if
PG&E irlstalls the service after the prclject has bee!'"1 built. I'n
order to avoid the problem he is offering to install the conduit
as part of his project. To do that he needs to know what our
requirements are. Maybe you could have Dave find out what will be
needed when he talks to Jim Lauth.

11. Plans submitted to the Buildin~ Department for plan check shall indicate
clearly the location of all connections for underground utilities including
water, sewer, electric, telephone and television cables, etc.

Ordinance for all signs. No sign to be installed until application is

13. Ordinance Ho. 782 of the Campbell Nunicipal Code stipulates that any
contract for the collection and disposal of refuse. garbage. wet garbage
and rubbish produced within the limits of the City of Campbell shall be
made with Green Valley Disposal Company. This requirenent applies to all
single-family dwellings, multiple apartment units, to all comMercial,
business, industrial, manufacturing. and construction establishments.

development shall be located in area(s) approved by the Fire Department.
Unless otherwise noted. enclosure(s) shall consist of a concrete floor
surrounded by a solid wall or fence and have self-closing doors of a size
specified by the Fire Department. All enclosures to be constructed at grade
level and have a level area adjacent to the trash enclosure area to service
these containers.

INTRODUCTION: "
The following report has been prepared to document and analyze the traffic
related impacts which would accompany construction of a 20,098 square feet
office project in the City of Campbell. Existing operating characteristics
of the adjacent roadway network are reviewed. The roadway network is re-
evaluated under conditions which first assume completion of other projects
in the surrounding vicinity (Heritage Village) alone and then in conjunction
with the Ç>roposed project. Finally, traffic mitigation measures are
suggested where warranted. The analysis focuses on the peak hour operating
characteristics of the intersection of Winchester Boulevard and Campbell
A ven ue adjacent to the project si te .
PROJECT DESCRIPTION:
The proposed project would consist of the construction of 20,098 square feet
of office space at 42 West Campbell Avenue, immediately west of Winchester
Boulevard, in the City of Campbell. The project would include 31 on-site
parking stalls and a single point of access would be provided to Campbell
Avenue. The site is located on the southerly edge of Campbell Avenue as
indicated in Figure 1.
EXISTIN G SETTIN G:
Local access is provided to the site by Campbell Avenue as indicated in
Figure 1. Campbell Avenue is a major east/west arterial in the City of
Campbell extending easterly through the central portion of the City and
westerly towards the City of Saratoga. It is fully improved in the project
vicinity with curbs, gutters and sidewalks on both sides. Two through
lanes, separated by a raised concrete median, are provided in each direction
adjacent to the project site. Exclusive right and left turn lanes and
signalization are provided at major intersections including at Winchester
Boulevard. Just east of Winchester Boulevard, Campbell Avenue becomes one
way eastbound functioning as part of a one way couplet with Civic Center
Drive.
Winchester Boulevard, located approximately one third of a block east of the
project site, is a major north/south arterial in the City of Campbell. The
roadway is improved with two through lanes in each direction separated by a
raised median at intersections. Major intersections along Winchester
Boulevard are signalized.
The existing peak hour operating characteristics of the intersection of
Campbell Avenue arid Winchester Boulevard were reviewed in the form of a
level of service (LOS) analysis. An LOS analysis provides a standardized
means of quantifing an intersection or roadway's operating characteristics
by relating traffic volumes to theoretical capacity (v/c ratio). The
potential LOS range from A to F with A representing the best or free flow
conditions and F the worst or jammed conditions. A description of the
various LOS are provided in Table 1. Table 2 provides the results of the
analysis .

Review of Table 2 will indicate the intersection of Winchester Boulevard and
Campbell Avenue currently operates at an LOS A during the morning peak hour
and LOS D/E during the evening peak hour based on August, 1985 traffic
counts.
IMP ACTS:
Trip Generation: Trips which would be generated by the proposed project
were estimated using Institute of Transportation Engineers trip generation
rates for office developments. Based upon these rates, it is estimated that
the proposed project would generate approximately 356 vehicle trips per day
of which 54 would be completed during the a. m. peak hour and 45 during the
p. m. peak hour. It was further estimated that 85 percent or 45 of the a. m .
peak hour trips would be inbound with the remaining 9 outbound. Eighty five
percent or 38 of the p. m. peak hour trips were assumed outbound with the
re maining 7 inbound.
Trip Distribution: Project related trips were distributed to the
surrounding roadway network assuming 25 percent would be to and from the
west on Campbell Avenue, 25 percent to and from the north on Winchester
Boulevard, 25 percent to and from the east on Campbell A venue and the
remaining 25 percent to and from the south on Winchester Boulevard. The
a. m. and p. m. pek hour trip assignments are shown in Figure 1. Review of
Figure 1 will indicate project oriented traffic from the north and south on
Winchester Boulevard and from the east on Campbell Avenue will be required
to make a U-turn at the intersection of Campbell Avenue and Jeffers Way or
Milton Avenue and enter the site from eastbound Campbell Avenue due to the
raised median inCampbell Avenue.
Capacity Analysis: As stated earlier, project related impacts to the
intersection of Campbell Avenue and Winchester Boulevard was reviewed in
terms of an LOS analysis. The scenarios reviewed assume existing
conditions (August, 1985, Heritage Village Condos at 40 percent occupancy),
existing plus approwd project (Heritage Village at 100 percent occupancy)
conditions, and exiSting plus approved plus proposed project conditions.
Review of Table 2 will indicate the intersection is projected to operate at
an LOS A during the a. m. and LOS E during the p. m. peak hour when the
Heritage Villages project is fully occupied. Construction of the the
proposed project would not reduce either the a. m. or p. m. peak hour LOS and
the vie ratio would be increased by less than one half of one percent during
the p. m. peak hour. The intersection would continue to operate at an LOS A
during the a. m. peak hour. Thus the project is not anticipated to have a
significant impact.
Site Access: As stated earlier, access will be limited to right turns into
and out of the site by a raised median in the center of Campbell Avenue.
However, the median currently ends just west of the project site and there
may by a propensity for project oriented traffic, westbound on Campbell
Avenue, to attempt to make a U-turn at the end of the median to enter the
project site. A No U-Turn sign should be installed at the end of the west
end of the median facing east.
MITIGATION
Provide a No U-Turn sign at the westerly end of the median on the west
approach of the intersection of Campbell Avenue and Winchester Boulevard
oriented to westbound traffic.
