CC Resolution 12846 - Update to the City economic development planRESOLUTION NO. 12846 BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING DISTRIBUTION OF A REQUEST FOR PROPOSALS FOR CONSULTANT SERVICES TO PREPARE AN UPDATE TO THE CITY'S ECONOMIC DEVELOPMENT PLAN AND SUPPORT THE SHORT-TERM ECONOMIC DEVELOPMENT STRATEGY AND AUTHORIZE THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES -AGREEMENT WITH SAID CONSULTANT WHEREAS, in 1996 the City Council adopted an Economic Development Plan that acknowledged the importance and necessity of maintaining a sound and stable commercial tax base to support and provide quality municipal services; WHEREAS, in 2006, the City Council adopted an Economic Development Plan based on the 2001 General Plan Update to help diversify its focus on a broader scale to assist local businesses utilizing redevelopment programs; WHEREAS, the City of Campbell adopted an updated Economic Development Plan on November 21, 2017, by City Council Resolution 12260, which was intended to be a. modest adjustment from the 2006 Economic Development Plan; WHEREAS, the Economic Development Plan indicates an intent to be updated every five years to reassess how the objectives, strategies, and implementation tasks are working and if updates are needed to keep the Plan reflective of current values; and WHEREAS, the City is actively preparing the Envision Campbell General Plan Update and an update to the Housing Element (Campbell's Plan for Housing), the City desires a comprehensive update to its Economic Development Plan, which is a major workplan item for FY 2023; and WHEREAS on January 18, 2022, the City Council directed staff to obtain an outside consultant to assist the City in implementing the short-term economic development strategy to fill commercial vacancies, and that the Economic Development Sub -Committee be involved with developing an RFP for a comprehensive, long-term economic development plan prior to City Council consideration; and - WHEREAS, following a status update on April 29, 2022, the Economic Development Sub -Committee directed staff to combine the short-term strategy and Economic Development Plan update into one scope of work; and WHEREAS, the City is seeking special services, consultation and advice in financial, economic, and related matters from persons specially trained, 'experienced and competent to perform the special services required, such that capability is the overriding consideration per CMC sections 3.20.030(4) and 3.20.091(3)(B); and WHEREAS, within the proposed Fiscal Year 2022/2023 Budget, staff has identified the allocation of $150,000 to fund an economic development consultant to _r_i_ iL__ n1__ __r __ __ir:a:.....I &or% nnn i_ aV_ _V_s WHEREAS, a draft RFP includes a preliminary scope of work and schedule as an initial outline to help the consultant gauge the minimum level of work requested and to submit a realistic proposal; and WHEREAS, the City Council has reviewed and accepted the draft RFP and found it to include the appropriate tasks to facilitate an update to the Economic Development Plan and support the short-term economic development strategy; and WHEREAS, CMC section 3.20.091(7) provides that the City Council is to award contracts on RFP's of $50,000 or more. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby authorizes distribution of a Request for Proposals for the preparation of an update to the City's Economic Development Plan and short-term economic development strategy and authorize the City Manager to execute a professional services agreement awarded by the City Council with said consultant for an amount not to exceed $200,000 for both tasks combined.
